Overview :

BACKGROUND / PROJECT DESCRIPTION 

The Addis Ababa International Conference of Financing for Sustainable Development will take place in July 2015 in Addis Ababa. The first of such meetings took place in Monterrey, Mexico, in 2002 resulting in the Monterrey Consensus that established a broad foundation for FFD taking into account mobilization of domestic resources, foreign direct investment, ODA, trade, debt and systemic issues.

The follow up conference in 2008 in Doha, Qatar, updated this to include statements on responding to the financial crisis, climate change and volatile markets, and acknowledged the particular challenges faced by middle income, and conflict affected countries.

The FFD Conference, which will take place in Addis Ababa from July 13-16, 2015, will build on Monterrey and Doha to agree on the next international consensus how sustainable development should be resourced in the post 2015 period, to meet the financing needs of the Sustainable Development Goals that will be decided by Member States during the September 2015 UN General Assembly.  

SCOPE OF THE WORK

  • Regularly engage with the United Nations Department of Economic and Social Affairs and other important regional and international institutions that have a direct stake in the process.
  • Works closely with national, regional, and international organizations and countries to reach on consensus on the FFD outcome document as well as to ensure logistically effectively coordinated conference.
  • Lead in the planning of the conference and the provision of substantive support before and during the conference, including the preparation of the appropriate documentation.
  • Responsible for producing different technical, background and working papers, strategies for engagement and taking part in a series of discussions and negotiations.
  • Prepare different media briefs, speeches and statements in relation to the conference.
  • Organize different meetings, side events and round table discussions that will help for the successful preparation/outcome of the main conference.
  • Preparation of Ethiopia’s text for each elements of the outcome  based on Ethiopian position, African position as well as a host country to solicit solutions to unlock some of the deadlocks we may encounter during the negotiation.

EXPECTED OUTPUTS AND DELIVERABLES  

  • Prepare different media briefs, press release and speeches,
  • Draft articles and statements in relation to the conference.
  • Prepare and document proceedings of different meetings before and during the main conference.
  • Document and distribute technical papers, working papers and other important documents related to the conference to the relevant stakeholders as per the decision and direction of the FFD office.
  • Other advises and assignments as deemed necessary during the preparations period as well during the meetings.

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR (IC)

a. Academic Qualifications:

  • Master’s degree in communication,  journalism , language & literature and other related professional qualification

b. Years of experience:

  • More than 8 years of relevant experience
  • Knowledge and prior engagement with the Government and UN system

c. Language and other skills:

  • Fluency in English
  • Capacity to communicate fluently with different stakeholders (Multilateral and Bilateral Organization and, government authorities);
  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required.

d. Compliance of the UN Core Values:

  • Demonstrates integrity by modelling the UN’s values and ethical standards
  • Promotes the vision, mission, and strategic goals of UNDP;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Treats all people fairly without favouritism; and
  • Fulfils all obligations to gender sensitivity and zero tolerance for sexual harassment.

  • Failing to submit anyone of the documents stated above will automatically disqualify the candidate from further technical evaluation;
  • Those prospect consultants who fail to submit both Technical and Financial proposals as per the STANDARD FORMAT and to the designated secured email will not be further considered for evaluation.
