The Uganda LECB Project is part of the UNDP LECB programme, launched in January 2011 and encompassing 25 participating countries. The programme is funded by the European Commission and the governments of Germany and Australia.

 

In Uganda, the national LECB project (launched March 2012) is implemented by the Climate Change Department of the Ministry of Water & Environment in close coordination with UNDP.  The main work areas are:

  • Development of a national GHG inventory system;
  • Elaboration of eight NAMA concepts in the prioritised sectors of energy, waste, transport and agriculture;
  • Preparation of a low-emission development strategy; and
  • Design of the associated measuring, reporting and verification (MRV) systems.

 

Throughout 2013 the Uganda LECB project team undertook a range of capacity building and stakeholder consultations that resulted in the elaboration of eight NAMA concepts. During the consultations the stakeholders agreed that the Promotion Of The Use Of Efficient Institutional Stoves In Educational Institutions NAMA concept should be one of the two prioritized NAMA concepts in the energy sector.

The concept was presented and endorsed at the Inter-ministerial Climate Change Committee and the Low Emissions Capacity Building Project Steering Committee. It was then presented to the Energy and Minerals Sector Working Group held on 11th September 2013 and approved. The Climate Change Policy Committee also gave their endorsement.

The concept has now been upgraded to include other sustainable energy solutions and prioritised by the government for further elaboration and implementation. This document constitutes the Terms of Reference for the provision of consultancy services for providing international technical support to UNDP and the Government of Uganda in developing a detailed Integrated Sustainable Energy Solutions for Schools in off-grid areas in Uganda proposal.
