Overview :

UNDP manages the HIV grant for the Global Fund approved for the Republic of Zambia. In collaboration also with other funding sources partially managed directly by the MoH, UNDP and the MoH intend to apply proceedings of the available funding to strengthen the infrastructure available at the central medical store in Lusaka, Zambia.

 Medical Stores Limited (MSL) is a parastatal agency co-owned by the Ministries of Health and Finance and responsible for storage and distribution of public health commodities in Zambia.

 MSL’s central warehouse, located in Lusaka, will need increased space and an upgrading of the current premises as described in Section 4 of this pre-qualification notice.

 MSL has seen exponential growth of the total throughput in volume and value of supplies during the last 5 years. This growth is partially due to increased coverage of treatment and care needs for HIV, Malaria and TB, and this thanks to MoH, GF, USG and other partners increased investment for coverage of the medicines and health commodities required for these three diseases.

 There is further increased coverage of secondary and tertiary health sector commodity requirements by the MoH budgets with an increased volume of supplies going through MSL as a result. The coverage of the primary health care commodity needs has also increased; further evolution form kit to indent systems for these commodities will also increase the space requirements of MSL central warehouse. 

 While in 2008 the space of 7000 m 2 and average height of 8 m, of the Lusaka warehouse was sufficient to cater for the existing needs, there is now a need for over 36 000 pallet spaces and additional space for storage and handling.

UNDP plans to issue a tender to award a contract for the refurbishment and expansion of MSL warehouse in Lusaka, to eligible and qualified companies. It is foreseen that the scope of works to be executed under this tender will include the following main elements;

  1. Refurbishment of existing warehouse facilities
  2. Construction of additional warehouse facilities

 Only applicants meeting all the eligibility and minimum qualification requirements stipulated in this pre-qualification notice will be short-listed to participate in these tender process.
