Overview :

The UNDP Support to Access to Justice and Rule of Law project is intended to contribute to national priorities as articulated in the South Sudan Development Plan (SSDP) Conflict Prevention & Security Pillar. The SSDP Rule of Law Sector Objective isto strengthen the Rule of Law in South Sudan by enforcing and maintaining law and order, providing equitable access to justice and a functioning criminal justice system, increasing security in communities, and promoting and protecting human rights for all.” The project also contributes to UNDAF Outcome Five: Access to Justice and Rule of Law improves.

 

UNDPs support to the Judiciary of South Sudan (JoSS) includes capacity-building of judges and support staff, focusing on procedural and substantive laws, case management, and court administration. Continuous professional training and development is essential in maintaining the effectiveness of the judiciary, updating judicial support staff officers on current legal developments, and training them in case management and ICT capacities. This contributes to excellence, consistency and effectiveness in the operations of the Judiciary. The trainings are an essential element of judicial independence, as it helps to ensure the competence of the judiciary.

The overall purpose of the consultancy is to conduct a training for support staff of the Judiciary (such as court clerks) to equip them with the knowledge and skills required to ensure effective case management, reliable records keeping, and compilation of case statistics for the production of periodical case statistic reports. The statistics presented in the reports are envisioned to give insight into the operations of the Judiciary with the view to identify innovative approaches to reduce case back-log, increase swiftness of adjudication and decreases the burden on the court system.

This requires an understanding of case management systems, record keeping and their ability to use computers and software such as Word and Excel to enter data and compile periodic reports.

 

The training will be conducted with the following specific objectives in mind:

  • Ensure basic understanding and familiarity of using a computer;
  • Equip support staff with the skills to use Microsoft Word and the most important and commonly used features that it possesses;
  • Equip support staff with the skills to use Microsoft Excel in order to be able to enter data;
  • Ensure understanding of the purpose and importance of efficient case management and reliable records and case statistics in relation to the functioning of the Judiciary;
  • Increase knowledge and understanding of principles of case management and records keeping;
  • Equip support staff with the skills to apply this knowledge in practice: provide capacities to support staff to support a case management system by maintaining case management.
