PREQ/UNDP/001/2015 – Pakistan Construction Projects

Date:    7th July 2015

Procurement Support Office on behalf of UNDP Office in Pakistan invites potential and experienced construction firms/companies to submit prequalification applications for providing civil works services for a period of next three years as and when required by UNDP. Upon completion of the evaluation of the prequalification, UNDP will include the selected firms/companies in the list of prequalified vendors. Below list provides the details about the nature and types of construction activities/projects that UNDP undertakes while implementing its projects, these are indicative activities and UNDP may include additional construction activities as it may require:

  1. Rehabilitation and Reconstruction of Community based infrastructure schemes that include Culverts, roads, pavement of streets and Drainage Channels;

  2. Construction and Refurbishment of Government Offices;

  3. Construction and Refurbishment of Forensic Science Laboratories;

  4. Refurbishment of bar rooms, court houses, Prosecution offices;

  5. Reconstruction and Rehabilitation of schools;

  6. Rehabilitation of Community Infrastructure and Development of new Community Centers;

  7. Construction and Rehabilitation activities including KPK, Punjab, Sindh and Baluchistan.

UNDP works in all areas of Pakistan including FATA and encourages the construction firms/companies from all provinces and FATA to submit the Application for Prequalification (PreQ).  

Prequalification Application Process

  1. Interested companies and/or associations/joint ventures must fill in the UNDP Prequalification Application and submit relevant documentation/information as to demonstrate that they are eligible and qualified to perform construction services/works as and when required by UNDP. In principle, UNDP intends to use the outcome of this exercise for prequalification purposes in the context of procurement actions/opportunities that may arise in the next three years starting from 2015 – 2017.

 

  1. UNDP Pakistan currently retains the list of pre-qualified companies for constructions works from previous similar pre-qualification exercise.If current vendors would like to apply to this PreQ process then please note the following:

 

a) If current prequalified vendors pass the PreQ process the vendors will be removed from the existing prequalified list and included in the new prequalified list for next three years

 

b) If current prequalified vendors fail to pass the PreQ process the vendors will be retained     

in the existing prequalified list only for remaining period of prequalification validity

 

  1. Completed applications as per the requirements stated in the Bid Data Sheet (BDS) should be submitted electronically via email before or on 11:59 p.m. (Local Time Kuala Lumpur),  30th July 2015 to the following address: pso.bids@undp.org

 

Applications received after the above deadline will not be considered. Documents sent by hand or facsimile will not be accepted.

Please ensure to mention PREQ reference number in the email subject line as stated in the solicitation document e.g. [Ref. PREQ/UNDP/001/2015 – Pakistan Construction Project]. PREQ received without reference number in the subject line will not be entertained and will result in the rejection of submission.

 

  1. At any time prior to the deadline for submission of Prequalification   Document, UNDP may, for any reason, whether at its own initiative or in response to a clarification requested by Applicants, modify the Prequalification   Application and its attachments by amendment, including through provision of supplementary information.  The amendment will be posted on the UNDP website.

 

  1. If you need to request additional information, please write to pan.nee.lee@undp.org and cc to nazim.razak@undp.org. The team will provide necessary information within due date. However, any delay in providing such information will not be considered a reason for extending the submission date of PREQ. All/any query regarding the submission of PREQ may be sent prior to the deadline at the e-mail mentioned above.

 

  1. Any requests for clarification about the contents of the Prequalification Application   shall be sent no later than 14th July 2015.  No phone calls will be accepted. Answers to questions/inquiries will be posted on UNDP web pages, and other web pages, on which this PREQ is posted.

 

  1. Completion of the Prequalification   Application and submission of relevant documentation is compulsory as indicated in the Bid Data Sheet.  Applications with incomplete submissions shall be disregarded.

 

  1. All applicants are required to comply with Pakistan Engineering Council’s (PEC) Statutory Regulation.
