| Overview : Overview: Starting in the mid1990s most African countries established National AIDS Councils/Commissions (NACs) as the main mechanisms that lead and coordinate the emergency AIDS response. The establishment of the NACs was as much a product of national action by governments that recognized HIV and AIDS as a serious threat to their development as it was a requirement of international organizations, such as the World Bank, for providing financial assistance to the national AIDS programmes. As an organization that supported the establishment and growth of NACs since the early days of the epidemic UNDP recognized the need to understand the rapidly changing situation and support countries take the necessary measures to ensure continued leadership and coordination of the multisectoral response. To this end UNDP, in cooperation with UNAIDS and WB, implemented several activities to support countries and their regional partners understand the challenges and opportunities for effective coordination of national AIDS responses. The overall objective of the consultancy is to analyse the work undertaken by UNDP and other partners in support of strengthening national AIDS response coordination in Africa and identify innovations and challenges of the AIDS response coordination and the potential of applying the lessons to other emerging health and development issues and application of lessons in the post 2015 development context.
