As the United Nations Entity for Gender Equality and the Empowerment of Women, UN Women’s vision is of a world in which women and men have equal opportunities and capacities, where women are empowered and where principles of gender equality are firmly embedded in all efforts to advance development, peace and security. UN Women’s focus is on six thematic priorities: (1) Women’s increased leadership and participation in the decisions that affect their lives; (2) Increased economic empowerment of women, especially of those who are most excluded; (3) Prevention of violence against women and girls and the expansion of access to victim/survivor services; (4) Gender equality and women’s leadership in peace, security and humanitarian responses; (5) The promotion of institutional accountability to gender equality through gender-responsive national planning and budgeting processes; and (6) A comprehensive set of global norms, policies and standards on gender equality and women’s empowerment that is dynamic, that responds to new and emerging issues, challenges and opportunities, and that provides a firm basis for action by governments and other stakeholders at all levels. The work of UN Women in Cambodia focuses on increasing and supporting women’s participation in public decision making processes, including in peace building and governance (with a particular focus on young women in governance); enhancing economic opportunities including the empowerment of women migrant workers and women’s rural livelihoods; strengthening mechanisms for the protection of women’s human rights with a particular focus on CEDAW; engendering Cambodia’s national response to HIV/AIDS; and preventing and responding to violence against women. UN Women strives to strengthen women’s voices and to ensure that women have the capacities and opportunities to influence the decisions that affect their lives. The goal of UN Women’s presence in Cambodia is to support the achievement of gender equality and women’s empowerment and the promotion and protection of women’s human rights. States party to the Convention on the Elimination of all forms of Discrimination against Women (CEDAW) are required to report on women’s rights in relation to conflict, peace and security. In Cambodia, the relevance of a peace and security framework to women’s rights includes both historical and current-day dimensions, such as the need for transitional justice for victims of sexual abuse under the Khmer Rouge regime, and the need for gender-sensitive approaches to the management of land conflicts and evictions. Historically, the border dispute between Cambodia and Thailand has also raised concerns about women in conflict situations. In 2010, UN Women began adding a gender, peace and security perspective to its work in Cambodia, first by introducing UN Security Council Resolution 1325 (and related UNSC resolutions) to stakeholders, and subsequently by applying a peace and security lens to ending violence against women (EVAW) in Cambodia. UN Women-Cambodia takes a good governance approach to its country programme and, as such, initiatives in Governance, in EVAW, and in Peace and Security are purposely intertwined to achieve a comprehensive engagement through which to increase public accountability to gender equality and women’s empowerment. Violence Prevention and Public Transparency are further identified as priorities to be integrated and reflected in all UN Women outcome areas in Cambodia. |
