Overview : - Background
UNDP Yemen develop a new programme framework, “Resilience Programme in Yemen Conflict” to address the current crisis. The Resilience Programme focuses on building resilience and peace from communities with three interrelated and mutually reinforcing components: - Community resilience
- Citizen responsive institutions
- Social confidence building for peace
UNDP will conduct rapid assessment to identify target communities and required interventions/activities, and establish baseline for monitoring. - Objectives
There are three main objectives of the Rapid Integrated Assessment: - To provide information to identify UNDP’s target communities
- To identify/clarify required activities in the target communities
- To provide baselines for community resilience project to monitor the results
- Methodology
The survey will be conducted in principle face-to-face interview with people over 18 years old. In case of restriction of access, other methodologies using different tools such as SMS and what’s app are open for consideration based on proposal. Sampling size should be at least 270/governorates in order to maintain certain confidence level and margin of error. There is no specific target group except the age more than 18 years old and the survey will be designed to make sure inclusion of 50% of men and 50% of women. The Rapid Integrated Assessment will be conducted in the following four governorates where the Resilience Programme will be implemented (the Resilience Programme targets in total 6 governorates). In each governorate, maximum three districts per governorate will be proposed by UNDP. The contractor is expected to select communities with similar conditions (size of population, level of poverty, urban/rural level, population movement presence of victims of violence etc) to conduct sampling survey. This is to monitor the results with and without UNDP project. Deliverable The following outputs/deliverables will be delivered within 4 weeks after the contract is signed. - Train enumerators to understand questions and collect surveys (questions mainly covers in the areas of social cohesion, community security, non-state actors).
- Collect minimum 270 sampling/governorate from 4 governorates, in total min 1,080 sampling (Aden, Hajjah, Sa’ada, Taiz).
- Collect list of ministerial directorate/state agencies at the local level (both governorates and districts) based on attachment 1 and list of NGOs based on attachment 2. Target governorates and districts are same with the above sampling collection locations.
- Tabulate the results using excel sheet, brief report with map (if a survey result can be presented with an on line interactive map, it will be a strong asset)
