Overview :

Background Information

During the National Multi-Stakeholder Dialogue convened by the Philippines GEF Operational Focal Point held from 16-17 June 2015 in Puerto Princesa, there was an initial discussion and identification of the national strategic priorities for funding under the GEF-6.

For the biodiversity and land degradation focal areas,  the BMB and the BSWM have decided to pursue a national project on biodiversity corridor where sustainable land management is integrated as one of the components amounting to USD11.0M.  UNDP has been selected as the GEF Implementing Agency. 

In this regard,  a Project Development Specialist will be hired to assist UNDP and the government partners in developing a comprehensive proposal on biodiversity corridor management.   

Objectives

This activity aims to develop a comprehensive concept paper on biodiversity corridor management with SLM component, to be proposed under the GEF allocation for the Philippines in the new programming cycle of GEF-6.

Scope of Work

  1. Review existing information and interventions on biodiversity conservation and sustainable land management relating to biodiversity corridor management;

  2. Identify gaps and needs on biodiversity corridor management in the country in terms of policy, capacities and conservation effectiveness;

  3. Facilitate focus group discussions and stakeholder consultations;

  4. Prepare the concept paper not exceeding 10 pages using the GEF PIF template;

  5. Ensure integrity of the concept based on the need and gaps of the country in biodiversity conservation and relevant GEF-6 strategic objectives;

    The Project Development Specialist shall coordinate and work closely with the UNDP and identified partners in the preparation of the concept. He/she shall report to UNDP.

Expected Outputs:

  1. The consultant is expected to deliver the following during his contract period:

  2. An inception report specific to his/her scope of work with a detailed work plan for the contracting period indicating the schedules and deliverables;

  3. Concept paper/s not exceeding 10 pages using GEF PIF template (PIF).

Qualifications and Experience:

  1. Masters degree in development management, environmental planning and management, environmental science, human ecology, forestry, agriculture or its related field;

  2. With extensive experience and knowledge in biodiversity conservation;

  3. Familiarity and up-to-date with national and local programs, projects and initiatives on biodiversity conservation and local governance;

  4. Experience and proven expertise in areas of development specifically in: (1) Project Development and Formulation; (2) Biodiversity Conservation and Sustainable Land Management; (3) Institutional Building and Cooperation, and (4) Global environmental issues

  5. Preferably with sufficient knowledge of UNDP and GEF and some level of familiarity with its operations; and

  6. Very good command of oral and written English.

Coordination and Support

For the duration of the contract, the consultant will report to the Project Focal Point in UNDP and shall work in close coordination with identified government and CSO partners.

Schedule of Payments:

The Consultant shall be engaged for 20 days spread over 2.5 months.

Presentation of Proposal

The bid proposal should contain at least the following:

  1. Company profile and/or personal CV of Team Members indicating all past experiences from similar projects;
  2. Understanding of the TOR;
  3. Plan of Approach and Methodology;
  4. Allocation of Resources/Facilities/Logistical Requirements; and
  5. Implementation Schedule (Gantt Chart or PERT/CPM)
  6. Financial proposal indicating all-inclusive fixed contract price, supported by a breakdown of costs.

 

Criteria for Evaluation of Proposal

A. Qualifications/methodology – 70%

  1. Track record of the firm in undertaking similar/related work – 20%
  2. Practicality and appropriateness of the approach and methodology – 30%
  3. Qualifications of the contractor/team members – 20%

B. Financial  Proposal – 30%

 

Application Requirements

1.     Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

2.     Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

3.     Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.
