Request for Information: Provision of Training Programmes and Supply of Training Equipment for the Regional Ministry of Electricity in Kurdistan in Iraq. On behalf of Regional Ministry of Electricity in Kurdistan

Background:

The Regional Ministry of Electricity in Kurdistan in Iraq (hereinafter referred to as “RMEK”) has received a loan from Japan International Cooperation Agency (JICA) towards the cost of Electricity Sector Reconstruction Project in Kurdistan Region. RMEK intends to announce an international competitive bidding to select a single contractor for the provision of different Trainings and supply of Equipment for Central Training Centre (CTC) and there (3) Testing Facilities, which will be fully financed from the JICA loan.

The tender and contract will consist of provision of services and supply of equipment and therefore, divided into two Lots and contract will be awarded to the proved capable contractor who will bid to both LOTs. 

Lot A:  Development of Training Curriculums and conduct Training Programmes for technical staffs of RMEK, which consists of approximately 130 courses including training on generation, transmission, distribution, and safety etc., with two (2 ) years contract period. The training courses shall be conducted at CTC in Erbil, Iraq and also at international electricity utilities/companies.

Lot B: Supply of Training Equipment to support the Training Programme, supply of furniture, office equipment/appliances and testing equipment for the CTC and three (3) Testing Facilities.

Refer to Annex 3- List of Office Equipment, Testing Equipment and Furniture required.

Both Lots should be implemented simultaneously. The tender is scheduled to be announced in December 2015 and the intended implementation period is for two (2) years starting from July-August 2016.

Hereby, interested companies with the capacity to respond to above mentioned tender are invited to submit the relevant information/documentation in the Company Information Form (Annex I). The information shall include but not limited to:

  1. Company background/profile
  2. Expertise and specialization.
  3. Capability-Resources and Facilities.
  4. Type of the projects previously/currently managed, especially in the Energy Sector
  5. Expression of Interest to bid for both LOTs
  6. Risk Mitigation Plan  
  7. Comments

The request for information is not considered to prequalify the interested companies for the planned tender. 

This RFI does not entail any commitment on the part of UNDP and the RMEK, either financially or otherwise. UNDP and the RMEK reserve the right to accept or reject any or all submissions without incurring any obligation to inform the affected applicant/s of the grounds.
