INDIVIDUAL CONSULTANT PROCUREMENT NOTICE

Description of the Assignment: Framework Based Consultancy Services for Carbon Stock and Stock Change Measurements.

Related Project Names: Integrated Approach to Management of Forests in Turkey, with Demonstration in High Conservation Value Forests in the Mediterranean Region.

Period of Assignment/Services: 09 November 2015 – 31 March 2016

Any request for clarification must be sent in writing, or by standard electronic communication to the address or e-mail indicated above. UNDP will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants.

1 BACKGROUND

UNDP Turkey and General Directorate of Forestry (GDF) work in close collaboration to enhance Turkey’s efforts for Sustainable Forest Management (SFM). The existing collaboration on sustainable forest management between the GDF and UNDP advances the synergy between forest and sustainable development with special emphasis on climate change mitigation and biodiversity. This partnership will further strengthen and may become more beneficial when the UNDP Turkey Country Office and Ministry of Forestry and Water Affairs start sharing the existing reservoir of knowledge and experience with other countries through collaborative partnerships such as, but not limited to, the Collaborative Partnership on Mediterranean Forests (CPMF).

2 SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

The responsibilities of the local consultants include provision of high quality consultancy services and to contribute to the project throughout completion of various activities / tasks to take Carbon stock and stock change measurements at pre-selected monitoring sites within the pilot areas, to complete Carbon protocols before, during and after the implementation of enhancement and mitigation efforts, to transfer the data to the centralized LULUCF-Forest Carbon data-base.  

The ICs will work on a framework contract basis. Specific expectations from the ICs will be articulated in the service requests to be made by UNDP during the course of the contract.

3 REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

4 DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Financial Proposal (please see section 5, below and Annex II)

Personal updated CV and UN Personal History Form (P11 Form) including past experience in similar projects and at least 2 references

5 FINANCIAL PROPOSAL

The interested individual consultants must submit their financial proposals by following the guidance and the standard template provided in Annex 2. Any deviation from the standard text may lead to disqualification.

6 EVALUATION

The evaluation will be based on cumulative analysis (i.e. technical qualifications and price proposal). The weight of the technical criteria is 70%; the weight of the financial proposal is 30%. Candidates that obtain a minimum of 49 pts out of a maximum 70 pts will be considered for the financial evaluation. Candidates that do not meet the minimum requirements will be disqualified.
