Overview :

BACKGROUND

An independent, impartial, accessible and efficient system of justice plays an essential role in the development and maintenance of the rule of law, good governance, economic growth and poverty reduction.  All people aspire to live in a society where power is exercised in a non-arbitrary manner, disputes are resolved peacefully, and where all are equal under the law.  Justice institutions serve as key components in determining the extent to which societal expectations are realized, including expectations that laws are developed and implemented in an effective manner and that the justice system is both fair and accessible to all.

The United Nations Office on Drugs and Crime (UNODC) project, Support to the Justice Sector in Nigeria, funded by the European Union, is a multi-year initiative dedicated to Government of Nigeria priorities to strengthen the delivery of justice through enhanced: (i) access to justice and respect for the rule of law, especially for the vulnerable and marginalized; (ii) institutional accountability and operational capacity; (iii) legal and policy frameworks that promote the rule of law; and (iv) coordination and cooperation between justice sector institutions.

SCOPE OF WORK

In line with its 2014 Annual work plan (Output 2, activity 2.3.2), the project, Support to the Justice Sector in Nigeria is supporting the Osun State Judiciary located in the High Court Complex Osogbo, Osun State, to establish a Judicial Research Centre (JRC).  The objective of these terms of reference is to solicit and guide proposals from competent vendors to supply and install terms of reference for the deployment of a local area network (ethernet) and fiber optic cable in the JRC.

Office space for the JRC covers a floor dimension of 10.9 metres by 7 metres with a height of 2.9 metres (Figure 1). The designated Server Room space covers a floor space of 3.9 metres by 5.8 metres.  You are hereby requested to submit Financial & Technical proposals for the supply, installation and commissioning of the works detailed below. Proposals should be distinctly categorized according to the Lots listed below.

Lot1: Local Area Network / Uplink Connectivity

Lot 1 a: Scope of Work for the LAN/Server Room Layout:

The local area network will be terminated using Ethernet (UTP) cables. A total of 23 double gang Ethernet network points (21 double gang network points as shown in Figure 2) should be terminated within the JRC floor space, Chief Judge (CJ) and Chief Registrar’s (CR) offices. One double gang network point each will be terminated in the Chief Judge’s (30 metres from Server Room) and Chief Registrar’s office. The 46 network points should be properly labelled at both ends.

The network points are marked with yellow/red rectangles. The network points are distributed in 3 rows according to the seating arrangement shown in Figure 2.

UTP CAT6 cabling is recommended/required to terminate connections from the server room to the network points using EIA T-586-B standard.

Recommended/required UTP CAT6 cables should be placed in a PVC trunk ducts and should be easily accessible once trunk cover is removed.

PVC trunks are indicated in blue horizontal and vertical lines and should be placed under the raised floor as indicated in Figure 2.

Patrex boxes housing the Ethernet Phase plates are to be placed on the top surface of the PVC trunks or on a wooden block beside the PVC trunk.

Site Survey - Osun State, UNODC team would be at Osun State on 5th December, while the general site survey (both UNODC team and vendors) would take place between 5th and 7th December 2015. Prospective bidders are advised to call the phone numbers on the RFQ to book for appointment for site survey.
