Overview :

BACKGROUND

An independent, impartial, accessible and efficient system of justice plays an essential role in the development and maintenance of the rule of law, good governance, economic growth and poverty reduction.  All people aspire to live in a society where power is exercised in a non-arbitrary manner, disputes are resolved peacefully, and where all are equal under the law.  Justice institutions serve as key components in determining the extent to which societal expectations are realized, including expectations that laws are developed and implemented in an effective manner and that the justice system is both fair and accessible to all.

The United Nations Office on Drugs and Crime (UNODC) project, Support to the Justice Sector in Nigeria, funded by the European Union, is a multi-year initiative dedicated to Government of Nigeria priorities to strengthen the delivery of justice through enhanced: (i) access to justice and respect for the rule of law, especially for the vulnerable and marginalized; (ii) institutional accountability and operational capacity; (iii) legal and policy frameworks that promote the rule of law; and (iv) coordination and cooperation between justice sector institutions.

SCOPE OF WORK

In line with its 2014 Annual work plan (Output 2, activity 2.3.2), the project, Support to the Justice Sector in Nigeria is supporting the Imo State Judiciary located in the High Court Complex Owerri, Imo State, to establish a Judicial Research Centre (JRC).  The objective of these terms of reference is to solicit and guide proposals from competent vendors to supply and install electrical equipment and facilities (cabling, earthing/grounding, power regulation and control equipment, lighting and air-conditioning systems) in the JRC.

Office space for the JRC covers a floor dimension of 15.4 metres by 10.1 metres with a height of 3.0 metres (Figure 1a/b). The designated Server Room space covers a floor space of 3.6 metres by 3.0 metres.  You are hereby requested to submit Financial & Technical proposals for the supply, installation and commissioning of the works detailed below. Proposals should be distinctly categorized according to the Lots listed below.

The technical requirement here-in contains the specifications for the procurement and installation various electrical equipment and facilities. This project is designed in accordance with guidelines established by UNODC ITS and in compliances with IEEE/NEC international standards and codes.

Lot 1:   Electrical Facilities/Equipment: Supplies and Installation Works

  1. Provision of 47 pieces of 16A Double Gang UPS two pin-hole sockets & patrex and 40 pieces of wooden platforms for supporting patrex base.
  • 40 pieces of 16A double gang sockets will be installed in the JRC hall.
  • 3 will be installed in the Server Room (by the 24U rack).
  • 2 will be installed in the Chief Judge’s office.
  • 2 will be installed in the Chief Registrar’s office.
  1. Provision of 25 rolls of 2.5mm single core strand of pure copper cables.

(10 rolls of Red, 9 rolls of Black and 6 rolls of Earth cables).

  1. Provision of 7 rolls of 1.5mm single core strand of pure copper cables.

(3rolls of Red, 2 rolls of Black and 2 rolls of Earth cables).

  1. Provision of lots of PVC dignity trunks of sizes (50x50) mm.
  2. Provision of 1 unit of ABB, D8, 24-breaker ways Distribution Boards.
  3. Provision of 2units of 90A, four pole MCCB breakers. Each to be mounted in PVC casing.
  4. Provision of 20 pieces of extension surge sockets.
  5. Provision of 30 pieces of 2.5mm three core In-to-In cables
  6. Provision and installation of 9 pieces of (4x4)ft Modular fittings lightings system.
  7. Earthing, Grounding and Bonding using the following items:
    1. Pit excavation to the dimension (4 x 4 x 6)ft.
    2. 2 units of pure Copper Basket
    3. 2 bags of industrial salt;
    4. 2 bags of charcoal
    5. 4 units of 4ft pure copper rod
    6. 35mm2 twisted pair pure copper cable 100m length.
    7. 1unit of (500 x 50 x 5)mm insulated terminating bar.
  8. Provision of one unit of 150A, three Phase Reversal /Surge Control System. (3Phase, 415V, 50Hz).

 Site Survey - Imo State, UNODC team survey would holds on 3 December while the general survey (both UNODC team and vendors) would take place on 4th December 2015. Prospective bidders are advised to call the phone numbers on the RFQ to book for appointment for site survey.
