Overview :

Overview :

The United Nations Development Programme (UNDP) is one of the 4 (four) Implementing Agencies (IA) designated by the Multilateral Fund (MLF) to implement the Montreal Protocol´s Ozone Depletion Substances (ODS) phase-out projects.

Under this International Treaty, the Article 5 countries committed to phase-out its ODS consumption.  Furthermore, the Parties to the Montreal Protocol agreed under the Decision XIX/6 on the “Adjustment to the Montreal Protocol with regard to Annex C, Group I substances (HCFCs)” to “accelerate the phase-out of production and consumption of the hydrochlorofluorcarbons (HCFCs)”, and the Article 5 (A5) countries have been requested by the ExCom to adopt a staged approach to the implementation of their HCFC Phase-out Management Plans (HPMP).  The HPMPs involve:

  • Assistance to determine related institutional, policy and legislation framework in line with strategies and action plans for compliance with the 1st Stage;
  • Implementation of investment projects in the Polyurethane (PU) Foams sector for technological conversion of HCFC consumers (end-users);
  • Verification of compliance met by the investment projects and finalization of activities (Project Closure Reports).

 These Terms of Reference (TOR) identify and specify the scope of services required for the fulfillment of the above components related to the PU Foam sector, and, therefore, a Framework Agreement (Long Term Agreement) will be established for the accomplishment of the duties.

Description of Responsibilities :

The Senior Expert will work with UNDP, under the direct coordination of the UNDP MPU Regional Programme Coordinators in portfolio development regions, and will guide other MPU (International and National) Experts serving the countries of Mexico, Dominican Republic, El Salvador, Trinidad & Tobago, Egypt and Nigeria,

Activities/Products to be implemented under this LTA

  • Complete ongoing PU Foam reconversion projects at System House and Downstream User level (around 30 group projects reaching around 300 small and medium sized enterprises), including guidance on technology transfer, preparation of technical specifications, undertaken safety audits and project completion (field and desk) work for all listed countries;
  • Deliver technical guidance on formulation of HCFC-Stage II in XPS foams, remaining PU foams, hydrocarbon production in respect for Egypt;
  • Implement of a pour-in-place demonstration programme, including the dissemination workshop and deliver of documentation on the findings and conclusions for Egypt;
  • Provide technical assistance to Nigeria in matters related to the completion of Stage 1 of the HPMP:  visit to the site, coordination with the technical support (Rigifoam), report to the NOU and the Country office, preparation / certification on Safety (Audit) and preparation of Certificate of completion/PCR, support to the inauguration of the HC project plant (Pamaque);
  • Provide technical assistance to Nigeria in the preparation of HPMP Stage 2 - foam component: coordination of the data gathering for the foam component; preparation of the foam component document for Stage 2 (technical review, justifications);
  • Provide technical support to other MPU International and National Experts and maintain technical discussions with companies and equipment suppliers, undertaking final revision and evaluation on technology issues, including formulation development, safety issues and production processes optimization and all steps related to project conversion out of HCFC-141b;
  • Lead the MPU Experts through the project completion process and its related documentation issuance.
  • Support on the preparation, review and/or endorsement Hand Over Protocols (HOP), Certificates of Completion (COCs) and Project Closure Reports (PCRs);
  • Assist with preparation of technical inputs for tranche requests for the HPMPs (including technology related discussions);
  • Conduct final safety audits for system houses and other beneficiary companies;
  • Implement demonstration project on use and application of potentially flammable PU foam systems, including HSE issues, and conduct safety audits associated with project closures.

 Duration:  The Contract (LTA) will enter into effect upon signature by both parties, expected for 1 (one) year of duration and can be extended up to 2 (two) additional periods of 1 (one) year each.

Duty Station: 

Home based, with missions to Mexico, Dominican Republic, El Salvador, Trinidad & Tobago, Egypt and Nigeria, as detailed in the Expected Deliverables.

Fees: 

The consultant will receive payment based on daily fees, for the maximum of 160 (one hundred and sixty) working days under this assignment.  The candidate shall quote his/her services on a per diem amount basis, and this quotation shall include all travel and insurance costs needed for the attendance of the tentative missions listed below.

Missions which were not foreseen below shall be paid to the consultant as per IC Rules and Principles.

A Best value for Money approach will be used in the evaluation of the applicants, and will lead to a combined score for technical capabilities and the financial offer.

The short listed candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer.

Expected Missions:

  • Mexico: 5 days of mission in December 2015; 5 days of mission in February 2016; 5 days of mission in April 2016; and 5 days of mission in June 2016;
  • Dominican Republic: 3 days of mission in January 2016; and 3 days of mission in June 2016;
  • El Salvador: 5 days of mission in December 2016; and 5 days of mission in March 2016;
  • Trinidad & Tobago: 3 days of mission in January 2016; and 3 days of mission in June 2016;
  • Egypt: 5 days of mission in December 2015; 5 days of mission in April 2016; and 5 days of mission in October 2016;
  • Nigeria: 5 days of mission in December 2015; 5 days of mission in April 2016; and 5 days of mission in October 2016.

Education

  • Engineering/Bachelor (or equivalent) degree in Chemistry, Mechanics or related field), 5 points;
  • Masters or advanced degree in relevant discipline is desirable, 5 points;
  • Certification or equivalent diploma in industrial audits and safety certification is desirable, 10 points.

Experience:

  • Working experience of at least 10 years with activities in environmental and/or chemical area, 10 points;
  • Working experience in research, development and/or in the implementation of PU Foams industry-related projects, knowledge in foaming equipment, installation, retrofit is desirable, 15 points;
  • Knowledge of Montreal Protocol related issues and its associated Policies and Agreements is desirable, 10 points;
  • Experience in industrial and environmental-related projects in developing countries is desirable, 10 points.

Language:

  • Fluent in English: 5 points.
