Overview :

Background

The mandate of the United Nations Office for South-South Cooperation (UNOSSC) is to promote cooperation among developing countries on a UN system-wide basis.  The UNOSSC acts as the substantive Secretariat of the High-level Committee on the Review of South-South Cooperation, established by the General Assembly as the instrument for intergovernmental review of the global implementation of the Buenos Aires Plan of Action, and, as coordinator of South-South cooperation activities within the United Nations development system. The High-level Committee session is held every two years, and the UNOSSC is mandated to develop and document new ideas, concepts and approaches for promoting SSC, lend support to public information, carry out training programmes on SSC. It sets out the policies, rules and procedures to enhance its capacity to implement the SSC modality, and it assists governments of developing countries in strengthening their institutional capacity and procedural arrangements for undertaking SSC. It promotes SSC in programming processes, mobilizes financial resources for SSC and implements specific projects and activities.

The Colombian Presidential Agency of International Cooperation (APC-Colombia) joined an initiative of Capacity Development in Management of South-South and Triangular Cooperation with the UNOSSC in September 2015. APC-Colombia coordinates and manages public, private, technical and non-reimbursable cooperation. APC-Colombia is in charge of leading the cooperation agenda with national, local and international actors, by coordinating and strengthening the cooperation in synergy with different stakeholders. It is strategically important for the APC-Colombia, within the framework of the new 2015-2018 Roadmap, to define tools and methodologies that enhances the impact on SSTrC projects and other initiatives.

As a peacebuilding activity initiated by UNOSSC and APC-Colombia, an online book including 12 peacebuilding cases from Colombia and 4 cases from other countries will be published. Out of 4 cases, one case is related to the case of the Philippines. The case will be also documented in short film as well.

Duties and Responsibilities

The consultant will analyze and document one (1) analytical Philippine’s peacebuilding case studies that will be part of Colombia’s South-South Cooperation interests and reference for its peacebuilding process.

Together with other Research Consultant Team, Research Consult will work on the following:

  1. Analyze one case of the Philippines peacebuilding experience, which will be provided by the project team, in accordance with the provided methodology, conceptual framework, objectives, goals and expected results.
  2. Collect primary information and additional various sources such as documentary, graphic and bibliographic information necessary for the analysis and fulfillment of the objectives of the case study.
  3. Attend a few teleconference/videoconference with APC-Colombia, UNOSSC and Team Leader.
  4. In order to deepen understanding of the case, interview case leading organization, government officials, beneficiaries and other relevant stakeholders together with an assigned local Photography and Videography Production Consultant for 3-5 days within the Philippines.
  5. Write one Philippines’ peacebuilding analytical case studies taking into account provided methodological guidelines, instructions and formats during the process of preparation and presentation of the study.
  6. Ensure quality, validity and consistency of the information and content of the study.
  7. Report the progress and attend suggestions made by the Team Leader of this research.
  8. A field trip will take at least 3-5 days to territories within Philippines where the corresponding case was implemented
  9. Add English captions to the case’s short video clips.
  10. Participate in a peer review exercise of around two cases produced by other Research Consultants.
  11. Participate in a workshop, planned to take place in Colombia in 2016, where case writers, practitioners and case leaders will present and discuss lessons learned emerged from the case studies.
  12. Perform any other related duties as requested.

Expected Outputs and Deliverables

Please find the indicative list of deliverables below:

  1. Approximately ten (10) page analytical case study of one case on the Philippine peacebuilding experience defined by project team. The case study has to be presented in accordance with the given methodology, conceptual framework, objectives, goals and expected results and suggested contents (written document, pictures, video, etc.).  Draft case study will be submitted in the half of the contract period to check the progress and receive feedbacks.
  2. Inputs for the interviews and narrator of the case study video in English.
  3. English captions for the short video made for showing the case study.
  4. All documents must be written in English.

Duration of the Work:

The service will be provided for 21 working days.

Qualifications

Education:

  • Master degree in the areas of international development, peace building, social science, public administration, or related field.

Experience:

  • At least 5 years of relevant professional experience
  • At least 3 years of In-depth research experience in the field of development in Academic setting preferred
  • Knowledge of development issue in the Philippines
  • Working experience within the United Nations system/development agencies or NGOs preferred
  • Strong communication skills and ability to communicate with different stakeholders
  • Experience in peacebuilding process in the Philippines preferred

Language Requirements:

  • Excellent writing, editing and oral communications skills in English is required
  • Fluency in other UN languages is an asset

Application Requirements

  1. Cover Letter     
  2. Duly accomplished Letter of Confirmation of Interest and Availability that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided
  3. P11 form indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

Evaluation

Method: cumulative analysis method will be used to evaluate proposals.

The evaluation Criteria as shown below shall be used to evaluate all the proposals received. The award of the Individual Contractors Contract shall be made to the individual contractors whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight; 70 points
  • Financial Criteria weight; 30 points

Technical Proposal (70%): Selection criteria are as follows:

  • Education (10 points);
  • At least 5 years of relevant professional experience  (10 points)
  • At least 3 years of In-depth research experience in the field of development in Academic setting preferred (10 points)
  • Knowledge of development issue in the Philippines (10 points)
  • Working experience within the United Nations system/development agencies or NGOs (5 points)
  • Strong communication skills and ability to communicate with different stakeholders (10 points)
  • Experience in peacebuilding in the Philippines (5 points)
  • Language skill (10 points)

Only candidates that obtain a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Financial Proposal (30%): Your financial proposal shall include a breakdown of the lump sum indicating fees and any other expenses that consultant might think is required for the assignment.
