Overview : UNDP Viet Nam is seeking 01 International consultant for final project evaluation of LGBT project. The main objectives of this assignment are to: 1. Evaluate project activities and focus on the initiative’s practicality, efficiency and potential impacts to support LGBTI movement in Viet Nam through community mobilization and empowerment by: (i) comprehensively studying the project’s performance, accomplishment and impact from different perspectives; (ii) practically appreciating contextual limitations, constraints and issues faced by the implementing partners during the course of the project through its results and indicators; (iii) strategically proposing effective organizational and programmatic key tactics for impactful functionality and sustainable development in the light of collaboration and partnership. 2. Make an integrated process to capture a closer look at the growth of the LGBTI community in Viet Nam through: case studies selected among groups, including partners and beneficiaries such as members of ViLEAD, PFLAG, iSEE, ICS Self-starter, National Assemble, MOJ, etc. and reference to various relevant background studies and comparative assessment to LGBTI movement in other countries. The consultancy is expected to be 16 working days during December 2015 to February 2016. More details can be found in the attached solicitation document.
