Contracting of Consulting Services for the Development of Climate Change Mitigation Framework Strategy and Mitigation Goal

The Procurement Team of the United Nations Development Programme (UNDP) invites both local and international consulting firms to apply for eligibility and to bid for the subcontract on the “Development of Climate Change Mitigation Framework Strategy and Mitigation Goal.”

The Philippines is one of the participating countries in a Global Low Emission Capacity Building (LECB) Programme focused on capacity building for climate change/low emission development.   The expected outputs of the project, includes: (1) establishment of a robust national system for the preparation of greenhouse gas (GHG) emission inventories at a national level; (2) formulation of nationally appropriate mitigation actions (NAMAS) and/or Low Emission Development Strategies (LEDS) sectoral road maps within the context of national development priorities; and (3) design of measurable, reportable and verifiable (MRV) systems to support implementation and evaluation of NAMAS and/or LEDS sectoral road maps.

In this regard, the project requires the services of a consulting firm to assist the Government in the development/formulation of a Climate Change Mitigation Framework Strategy; and refine or enhance its mitigation goal, taking into consideration its Intended Nationally Determined Contributions or INDCs.

For interested parties, Bid Documents (Eligibility Requirements, Instructions to Bidders and Terms of Reference) may be secured upon payment of a non-refundable amount of US$ 25 or its peso equivalent of PhP 1,179.00, for the entire set of documents from the following address:

Payments may be made in the form of cash or cheque by personal delivery, or bank transfer.  Instructions for bank transfer may be obtained by sending an email to procurement.ph@undp.org or registry.ph@undp.org

The abovementioned Bid Documents will be released to all interested participants starting 30 November 2015 to 11 December 2015 only.   The Bid Documents shall contain all instructions on the rules, procedures, dates and other schedules for the pre-bid conference and opening of bid envelopes, as well as further details on the scope of services required.

UNDP reserves the right to reject any or all the bids, waive any defect or informality therein, accept the bid and award the contract to the most advantageous offer to the UNDP, for and in behalf of the project.  UNDP assumes no responsibility to compensate or indemnify the bidder for any expense or loss that may be incurred for the preparation of bids, nor does it guarantee that an award will be made.
