Overview :

Project Title:   BIODIVERSITY FINANCE INTIATIVE

Project Description 

Rationale

The Biodiversity Management Bureau of the Department of Environment and Natural Resources is currently implementing a two-year enabling project entitled “National Biodiversity Planning to Support the implementation of the CBD 2011-2020 Strategic Plan in Republic of the Philippines”, which is on its final stage of completion. Funded by the United Nations Development Program (UNDP) - Global Environment Facility, it aims to develop, adopt and begin implementation of the Philippine Biodiversity Strategy and Action Plan (PBSAP) 2015-2028 in a manner that is in line with the global and national guidance contained in the Convention on Biological Diversity or CBD’s Strategic Plan for Biodiversity and Aichi Biodiversity Targets, the Philippine Development Plan (2016-2020) and relevant sectoral plans. At the same time, expense evaluations, subsidizing sources and financing components for the full implementation of the updated PBSAP are being developed through the Biodiversity Finance Initiative (BIOFIN). BIOFIN is managed by the UNDP Ecosystems and Biodiversity Programme, in partnership with the European Union and the Governments of Germany, Flanders and Switzerland, who support the initiative. with a total of USD 15 million (as of March 2014 – further support is being sought)

A resource mobilization plan has been formulated and at least two (2) strategies will be implemented.  This plan will look into the following: 1) activities towards budget realignment & budget increase in the national government sector; 2) activities towards budget realignment & budget increase among LGUs; 3) activities towards improved accessibility to earmarked funds; 4) activities towards mobilizing new financing; 5) activities towards improving institutional support to PBSAP implementation; and 6) development of the Philippine Biodiversity Strategy and Action Plan (PBSAP) priority programs.

Responsibilities

Among the strategies identified in the resource mobilization plan, the Environmental Finance Expert will provide technical guidance, assistance and expert advice on the following:

  • biodiversity expenditure tagging which is one of the activities towards budget realignment & budget increase in the national government sector;
  • mainstreaming biodiversity conservation programs/projects/activities into the Philippine Investment Plan that will be prepared by the National Economic and Development Authority that may include the use of the T-21 model and other appropriate tools that will facilitate biodiversity financing; and
  • programs that will be included in proposed donors’ meetings to be organized by the Foreign-Assisted and Special Projects Service of the DENR.
  • development of program/activities that encourage greater private sector participation and partnerships

Under the supervision of Program Manager and the Senior Technical Advisor, the Environmental Finance Expert will carry out the following tasks;

  • Design and implement a program on biodiversity expenditure tagging that will be conducted in selected DENR offices;
  • Generate appropriate and necessary information needed in the biodiversity expenditure tagging exercises;
  • Formulate and implement a work plan that will enable mainstreaming of biodiversity conservation programs/projects/activities into the Philippine Development Plan;
  • Co-design and co-develop program/activity that will encourage private sector participation and partnerships for PBSAP;
  • Contribute to the IEC component of the project;
  • Attend relevant project meetings and workshops/exercises; and
  • Submit report/s as may be required by UNDP and BMB

Expected Outputs and Deliverables

  • Inception Report
  • Conduct of at least 2 biodiversity expenditure tagging exercises
  • Work plan to mainstream biodiversity conservation programs/projects/activities into the Philippine Development Plan (PDP)
  • Report on private sector participation and partnerships for PBSAP
  • BD Tagging Completion Report
  • Report on BD Mainstreaming to PDP and recommendations to mainstreaming PBSAP in PIP

Institutional Arrangement

The Project Manager shall directly supervise the Environmental Finance Expert and approve his/her output.

The Environmental Finance Expert is expected to liaise/interact/collaborate/meet with the national and global (as necessary) BIOFIN project team, DENR BMB and UNDP.  As needed, the project staff shall provide administrative assistance to her/him in order for her/him to accomplish all requirements.

Duration of the Work

The expected duration of work is estimated at 5.5 person months.

Duty Station

The Environmental Finance Expert is not expected to report on a daily basis to the Project Management Office based in BMB in Quezon City but shall be available on an on-call basis.

 Qualifications of the Successful Individual Contractor

 Corporate competencies

  • Preferably with sufficient knowledge of UNDP and BMB and some level of familiarity with its operations

Required Skills and Experience

Education:

  • Degree in business management, finance, economics or a closely related field or equivalent relevant experience.

Experience:

  • At least 7 years experience in resource valuation, business planning, environmental economics;
  • Familiar and up-to-date with national and local programs, projects and initiatives on biodiversity conservation and related areas
  • Experience in dealing with international and national experts and institutions

Skills:

  • Good communications and interpersonal skills;
  • Good analytical and organizational skills

Language requirements:

  • Very good command of oral and written English

Scope of Price Proposal and Schedule of Payments

The financial proposals from possible candidates should be expressed in lump sum amount inclusive of all financial costs related to this engagement (i.e. transportation/travel to and from residence-Manila and/or within Metro Manila, transportation/travel to outside of Metro Manila, supplies & materials, reproduction, communications including internet).

The Payment terms are as follows:

  • 25% upon submission and acceptance of the Inception Report
  • 20% upon completion of the conduct of at least 2 biodiversity expenditure tagging exercises
  • 20% upon submission and acceptance of report on private sector participation and partnerships of PBSAP
  • 15% upon submission and acceptance of BD tagging completion report
  • 20% upon submission and acceptance of report on BD mainstreaming to BD mainstreaming to PDP and recommendations on mainstreaming PBSAP to PDP

Criteria for Selection of the Best Offer

The combined scoring method where the qualifications and methodology will be weighted a maximum of 70%, and combined with the price offer which will be weighted a max of 30% shall be adopted.
