The cross-cutting capacity development programs/projects (CCCD) in Jordan were developed as a concerted efforts to overcome the capacities’ shortcomings that constrain the implementation of Rio conventions and other multilateral environmental agreement (MEA) in Jordan. CCCD seeks to bridge the institutional boundaries and addresses systemic cross-cutting national environmental management issues. CCCD started with the National Capacity Self-Assessment (NCSA), which was finalized in January 2007.

 Among the capacity development priorities identified by NCSA was the lower level of prioritization given to address Rio conventions’ issues and obligations as a result of inadequate capacities, awareness and understanding of the intrinsic values and contributions of the global environment to the sustainable national socio-economic development.

 As a result, the government of Jordan represented by the Ministry of Environment commenced a three-year medium size GEF-funded, UNDP-supported project that aims at mainstreaming Rio Convention provisions into key national sectoral policies and/or legislation in Jordan.

 Under this objective, the project will produce core outputs leading to targeted Rio Convention mainstreaming in two priority strategies and plans: the National Rangeland Strategy, the National Drought Management Action Plan.  Roadmaps will be developed for each strategy/plan, and three projects per strategy/plan will pilot high value recommendations at the municipal level. Furthermore, the project is expected to improve the awareness and understanding of Rio Conventions’ contributions to local sustainable development through effective engagement of wide spectrum of stakeholders in the project activities, as well as, the design and implementation of innovative awareness activities.

 The project will engage a large number of government staff in the Ministry of Environment (MoEnv) and several other line ministries that oversee key national policies in the policy assessment and mainstreaming of Rio Conventions. This learn-by-doing approach will help strengthen the institutional and systemic capacities of the HKJ to minimize the negative unintentional impact on the global environment that implementation of national sectoral policies may have. The project is expected to produce two important outcomes that bode well for the delivery of global environmental benefits, both of which are organized under their own project component.

The first outcome expected under the project is that the institutional capacities of the HKJ will have been strengthened to formulate sectoral policies that are embedded with Rio Convention provisions, however, the second outcome is an important complement to the first, and that by the end of the mainstreaming project, awareness and understanding of Rio Conventions contributions to sustainable development process will have been improved.

Currently, Rio project is carrying out institutional gap analysis and analytical framework for Rio Convention implementation in Jordan, the analysis is expected to identify several thematic capacities’ constraints that hinder the mainstreaming of Rio principles into key national development policies/strategies, in particular the National Drought & Rangeland Strategies.

 The purpose of this assignment is to sharpen the focus of the project’s endeavors on the awareness & training modules that will serve to allow concerned line ministries and other relevant practitioners and stakeholders to sustain and replicate Rio convention mainstreaming exercises to current sectors and beyond.
