 This Terms of Reference (TOR) is specifically related to the UNDP’s project “Support to Counter-terrorism, Stabilization, and Counter-Radicalization in Jordan” under the UNDP’s overall programme “Mitigating the Impact of the Syrian Refugee Crisis through Support to Host Communities, with main aim which is to support the national institutions in Jordan to develop a National Preventing and Countering-Violent Extremism Strategy for the country

 Violent extremism is increasingly a major threat to global security, becoming a global phenomenon of unselective character, warranting unprecedented action to deal with its consequences. No region, country, or community can claim to be entirely immune to this escalating threat.

The Arab region is particularly affected by this huge threat to safety and security, with increasing trends of violent extremism and radicalization. The escalation of military conflicts in Arab countries, contributed to an increase in extremism; other factors are also crucial in fueling it, including youth marginalization, poverty, inequality, and governance deficits.  The drivers of radicalization are complex and interlinked, including failures in governance structures, such as limited access to rule of law, corruption, and inadequate access to basic services; marginalization and lack of opportunities for youth and other vulnerable groups; wide spreading poverty, unemployment and socio-economic inequalities; and cultural issues, among others. These complex challenges cannot be met with separate sectoral interventions alone and require a comprehensive integrated multi-sectoral approach to address the root causes of radicalization and violent extremism if countries are to stabilize. Jordan, like other countries in the region, faces challenges in preventing and countries violent extremism.

UNDP employs a comprehensive multi-sectoral approach to support national efforts to preventing violent extremism, through the implementation of a coherent interlinked set of interventions that attempt to tackle its root causes, while at the same time empowering local communities, building the capacity of state organizations to be more responsive to the needs of the citizens, building social capital, creating youth employment, and linking the local, sub-national, and national levels of governance for effectiveness.

UNDP Jordan launched a programme titled “Mitigating the Impact of the Syrian Refugee Crisis through Support to Host Communities” signed between UNDP and the Government of Jordan in June 2013 to help the Government of Jordan in alleviating the impact of Syrian crisis and improving the standards of living for Jordanians in the host communities. The programme encompasses six outputs:

  1. Short-term employment opportunities created and economic recovery initiatives developed geared towards improvement of livelihoods and basic social services deliveries
  2. Enhanced local economic development through skills-matching, MSMEs growth and capacity development;
  3. Improved delivery of municipal and social services;
  4. Develop State-society trust, strengthening community security and social cohesion;
  5. Enhancing community security and crime prevention and support to legal aid in Jordan; and
  6. Technical support to coordination of host community concerns.

Responding to the fourth output, UNDP Jordan seeks to “strengthen national efforts in reducing the threat of terrorism and radicalization, especially among youth and vulnerable marginalized societal groups, to ensure the continued stabilization of Jordan”. The strategy includes three interlinked integrated support pillars: (a) strengthening national and local capacities for counter-terrorism and de-radicalization; b) supporting livelihoods creation for marginalized youth and women in poor communities; and c) fostering social cohesion between Jordanian host communities and Syrian refugees. Such an integrated approach will support national efforts in comprehensively tackling terrorism and radicalization, and enhancing social resilience in the Jordanian society. The project is implemented in five Governorates; Mafraq, Irbid, Zarqa, Tafeeleh and Ma’an.
