Overview :

1. BACKGROUND / PROJECT DESCRIPTION  

The economic dynamism of cities provides livelihood opportunities and social mobility possibilities not found in rural areas. However, cities are also home to significant concentrations of the poor and marginalized. Urban poverty is growing[1] and the World Bank estimates that, by 2035, most of the world’s extreme poor will be found in urban areas.[2]

With an average yearly economic growth estimated at 4%, Africa hosts most of the world’s fastest growing economies.  This economic growth is typically concentrated in big cities that have large segments of the population residing in slum areas. In Africa, it is estimated that the slum population totals 195.5 million[3] which represents 61% of its urban population. Some of the largest slums in the world are situated within Africa; Nigeria[4] for example, has the 9th largest urban population in the world and is home to some of the largest slums in the region; in Kenya, Kibera[5] is estimated to host 2.5 million slum dwellers, while cities in Central African Republic are just an agglomeration of slums, as 96% of the country urban population lives in informal settlements[6].

II. SCOPE OF THE WORK

The consultant is expected to:

  • Identify and review available sources of information on the impacts of Climate Change and natural disasters on health in urban areas in Africa with emphasis on the urban poor.
  • Assess the strategies, policies, programmes and plans on urban health and the extent to which impacts/effects of climate change and natural disasters are integrated.
  • Review the institutional arrangements for public health, climate change and natural disasters – the extent to which these are integrated in addressing the challenges of urbanization, public health, disaster management and climate change
  • Review financing mechanisms for public health and climate change and natural disasters – level of financing, sources of financing, integrated planning
  • Review the nature of settlements, health risks and vulnerability to climate change and natural disasters in Africa in general and specifically to selected urban cities
  • Review and analyze existing health and climate data and information management systems including early warning systems
  • Review data and information on climate-induced migration to cities
  • From data collected, conduct a mapping of key linkages and relations between health and climate parameter

III. EXPECTED OUTPUTS AND DELIVERABLES 

The expected outputs of this assignment are:

  1. A discussion paper on urbanization and public health detailing linkages to climate change, disasters and the environment (the discussion paper should lead to concrete recommendations for proposed programming)
  2. A workshop report on climate and health
  3. A funding proposal on the impacts of climate change and disasters on health in urban areas. This will not only inform on those impacts but also provide a guide on key partners.The proposal will detail:
  • Key stakeholders working on climate change, natural disasters and health in general, and in slums in particular
  • Available financing mechanisms in climate change, natural disasters and health in urban areas and in slums
  • National strategies, policies, plans and programmes responding to the impacts of climate change and natural disasters on urban health
  • Linkages between climate change, natural disasters and urbanization
  • Linkages to poverty - of climate change, natural disasters and urbanization

IV. INSTITUTIONAL ARRANGEMENT / REPORTING RELATIONSHIPS  

  1. The consultant will work under the direct supervision of the Climate Change and Disaster Risk Reduction and Energy Cluster Team Leader of the UNDP Regional Service Center for Africa based in Addis Ababa, Ethiopia.  The consultant will work closely with the CC/DRR team, HIV & Health team and the Programme Specialist UNDP Global Policy Centre on Resilient Ecosystems and Desertification.

V. LOGISTICS AND ADMINISTRATIVE SUPPORT TO PROSPECT IC (if any)  

The UNDP RSCA will provide both administrative and logistics support where necessary.

VI. DURATION OF THE WORK 

The consultant will be engaged for up to 35 working days, over a period of three months, following the selection process of the best candidate.

VII. QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR (IC)

a. Education:

  • A minimum of Master’s degree in Economics, Social policy Analysis, Health, Climate Change, Natural Sciences, Environmental Management or any other relevant field, preferably a combination of academic and technical skill in the fields listed.

b. Experience:

  • A minimum of 7 years of experience in conducting research on health and climate linkages preferably in Africa with knowledge of linkages between environment and health.

VIII. CRITERIA FOR SELECTING THE BEST OFFER

Upon the advertisement of the Procurement Notice, qualified Individual Consultant is expected to submit both the Technical and Financial Proposals. Accordingly; Individual Consultants will be evaluated based on Cumulative Analysis as per the following scenario:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals are:
    1. Technical Criteria weight is 70%
    2. Financial Criteria weight is 30%
