Overview :

Project Description

The Philippines is one of the participating countries in a global Low Emission Capacity Building Programme focused on climate change capacity building for low emission development, primarily of the public sector. The global programme is supported by the UNDP with funding assistance from EU, Germany and Australia over a four-year period.

The Programme is being undertaken in the Philippines through the Low Emission Capacity Building Philippines Project (LECB PHL Project).  It is executed by UNDP Philippine Country Office with the Climate Change Commission (CCC) as Implementing Partner. The expected outcomes of this component are as follows:

  • Outcome No. 1 - Robust national system for preparation of GHG emission inventories have been established at a national level;

  • Outcome No. 2 - Nationally Appropriate Mitigation Actions (NAMAs) and/or Low Emission Development Strategies (LEDS) sectoral road maps have been formulated within the context of national development priorities; and

  • Outcome No. 3 - Measurable, Reportable and Verifiable (MRV) systems have been designed to support implementation and evaluation of NAMAs and/or LEDS sectoral road maps.

     

    Additional support was received for Project Component 2: Enhanced Support Programme (ESP).  The ESP aims to strengthen private sector participation in climate change mitigation activities. The expected outcomes of the ESP are:

    Enabling environment that accelerates scaling up mitigation has been created/improved;

  • Private sector has been engaged in defining enabling environments and stimulating investmentsin climate change mitigation;

  • An enabling environment to encourage the private sector to integrate mitigation strategies into their business plans has been created/improved; and

  • MRV schemes with support from private sector have been developed.

    Further support was also granted by the European Community for the NDC Action Plan for the Philippines under Project Component 3.  It provides technical assistance to the Philippine government to design, implement and report the results of its carbon emission reduction activities to the UNFCCC.

    Knowledge management (KM) is the process of capturing, developing, sharing, and effectively using organizational knowledge. It is a multi-disciplinary approach to achieving organizational objectives by making the best use of knowledge. The LECB PHL Project has accumulated tremendous amount of data, knowledge and information which can be used to promote the Project and its goals/objectives as well as provide stakeholders materials for capacity building activities.

Schedule of Payments:

  • First Tranche          - 10% upon signing of contract;

  • Second Tranche      - 10% upon submission and acceptance ofthe Inception Report;

  • Third Tranche          - 15% upon submission and acceptance of the First Interim Report;

  • Fourth Tranche        - 15% upon submission and acceptance of the Second Interim Report;

  • Fifth Tranche           - 20% upon submission and acceptance of the Draft Final Report; and

  • Sixth Tranche          - 30% upon submission and acceptance of the Final Report.

Description of Responsibilities :

The LECB PHL Project requires an Individual Consultant referred herein as “IKP Specialist” to provide and manage knowledge and information content developed, produced and utilized by the Project.  The tasks include but not necessarily be limited to the following:

  • Conduct of scoping study to document, take stock, and archive all knowledge products under the LECB PHL Project portfolio. 

    1. Assess and understand the type/ kinds of data and information generated by the project in view of the need for effective, relevant, comprehensive and accessible information as part of effective knowledge management;

    2. Create and maintain accessible and retrievable computer database/ compendium of all knowledge products such as agenda and minutes of meetings, resolutions, powerpoint presentations used for trainings and other capacity building activities, project proposals, researches, policy studies, Memoranda of Agreement, etc.; and

    3. Provide editorial quality control to existing knowledge products.

 

  • Prepare, develop and design a knowledge management plan for the outputs under the LECB portfolio and initiate the execution and/or implementation thereof.

    1. Develop and prepare an Information and Knowledge Management Awareness Plan/Package including all information products and technologies that may be produced;

    2. Supervise and manage the implementation of the plan including, but not limited to the production, publication and distribution of the knowledge products; and

    3. Provide layout and design oversight on knowledge products to be produced, including minor direct edits and/or coordination with printers/production companies.

    4. Plan, design, develop, coordinate and produce the Project’s broad audio-video communications for promotional, training, and marketing uses.

      1. Prepare 5 to 10 minutes AVPs (motion graphics video) for the Project to highlight its’ climate change mitigation activities mainstreaming in the business sector including:

        • Pre-production (script writing, storyboard, storyboard);

        • Production (graphic design of materials, VO recording, motion graphics and animation); and

        • Post Production (video and audio editing / purchase of stock included in the cost).

 

  • Implement projects from the initial concept stage and coordinate steps through the completion of the projects; create layouts and designs artwork for the Project’s instructional, promotional, development and publications including, but not limited to, promotional and/or advertising materials.

    1. Submit VO recording and present the graphic materials for approval;

    2. Submit draft motion graphics, animation and video editing for approval; and

    3. Submit presentable AVPs output that follows both the approved script and story board (Beta Version).

 

  • Draft and submit accomplishment and terminal reports.

Expected Outputs:

Based on the aforementioned Background Information and Scope of Work, the Contractor has the following specific deliverables:

  • Inception Report with detailed approach/strategies and the corresponding work plan to be submitted two (2) weeks after receiving the Notice of Award.

  • Results of the scoping study to document, take stock, and archive all information and knowledge products under the LECB PHL Project portfolio;

  • Information and knowledge management plan/package for the outputs of the LECB PHL Project portfolio.

     

  • Results of the Knowledge Management Plan implementation:

    1. Information/Knowledge Management Awareness Package;

    2. Layout and design of knowledge products to be produced, published and distributed;

    3. Layouts and designs artwork for the Project’s instructional, promotional, development and publications including, but not limited to promotional/advertising materials.

      • VO recording and graphic materials;

      • Draft motion graphics, animation and video editing; and

      • Presentable AVP output that follows both the approved script and story board (Beta Version).

  • Information and knowledge products developed.

     

  • Draft Final Report (to be submitted one month after the submission of the 2nd Interim Report) integrating all the above-mentioned deliverables and results of the studies conducted. The Report shall likewise include the following deliverables:

  • Final versions of the outputs/deliverables including hard and soft copies of required information materials; and

  • Report on the conduct of meetings, training, and workshops, if any, for the above deliverables.

     

  • Final Report to be submitted one (1) week after the deliberation of the Draft Final Report by the LECB PHL Project Management Team, the Core TWG, the Sectoral TWGs and the Climate Change Office of the Climate Change Commission.

     

    All deliverables shall undergo a peer review.  The Contractor shall present the major findings on the subject deliverables in a consultation meeting to be convened by the LECB PHL Project for the purpose. The Contractor may be further required to attend additional consultation meetings to answer questions and clarify issues that may arise from the review of its deliverables.

Institutional Arrangement:

The IKP Specialist shall work closely with the following institutions/personnel:

  • The Climate Change Office of the Climate Change Commission for the overall management of activities and source of additional information/data;
  • The LECB PHL Project Manager and/or LECB Technical Officer for the execution and implementation of the Terms of Contract and for the approval and acceptance of outputs/deliverables;
  • The LECB PHL Project Management Unit for administrative and technical support during the conduct of the activity;
  • The Climate Change Commission Office, particularly the IKM Division for technical support during the activity; and
  • The UNDP Country Office for guidance of activities.

 

The Consultant is expected to present and discuss its deliverables with the CCC-Project Management Unit (PMU) and other parties/experts that the PMU may find necessary, such as the Project National Steering Committee (PSC) and UNDP-Country Office.

  • Experience in working in the private sector, or in an outreach position relating with the government and private sector
  • Past experience and effective communication skills for dialoguing with senior level private sector executives
  • Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities
  • Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field
  • Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies
  • Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction’; knowledge of private sector – development impact assessment
  • Past international work experience preferred
  • Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.
  • Excellent written and spoken communication skills in English

Qualifications:

Education:

  • Advanced university degree (Masters or equivalent), preferably in communications, journalism, marketing, public relations or other related qualification in the field of social sciences. A first rate university degree with a relevant combination of professional experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of five (5) years of relevant experience in communication or a related field of progressively responsible experience in journalism, communications, public or international relations. Working experience at the international level would be an advantage;

    • Experience in overseeing document and report production, print and electronic publishing, including development and implementation of IEC materials with climate change and/or environment topics;
    • Experience working with international organizations, developing country governments, donor agencies, and/or NGOs and other civil society groups engaged in diverse sectors of international development;
    • Preferably with experience in branding, communications and experience in media relations; and familiarity with development projects would be an advantage;
    • Highly developed communication skills as well as proven writing and editing skills, with a strong command of English and an ability to convey complex ideas in a clear, direct, and lively style.
  • Strong computer and IT skills (Drupal, HTML, databases, Google Analytics), experience in website design is desirable. Knowledge of HTML/CCS is an advantage.

    • Highly proficient skills using standard Microsoft Office applications, including Word Document, Excel spreadsheets, Powerpoint, etc.;

Ability to:

  • Work with various clients/stakeholders to interpret and translate their expressed needs and ideas into concepts, and develop and translate them into effective communication materials;
  • Plan, coordinate and organize projects and production processes to ensure completion in a timely and cost-effective manner;
  • Conceive, plan, produce, and create files or artworks;
  • Work under pressure to meet deadlines;
  • Maintain cooperative working relationships; and
  • Demonstrate sensitivity to, and respect for, a diverse Project clientiele/ stakeholders.

 Language:

  • Very good command of oral and written English.

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 40%, Methodology will be weighted a max. of 30% and combined with the financial offer which will be weighted a max of 30%.
