Overview :

The Joint Programme on Maternal and Neonatal Health (JPMNH) of the Department of Health, the United Nations (i.e., UNICEF, UNFPA and WHO) and the Australian Government seeks to assist the Philippine Government in rapidly reducing maternal and neonatal deaths through better access and utilization of quality intra-partum, immediate post-partum and family planning services. The Programme builds on previous investment and gains achieved from the implementation of Phase 1 from 2009-June 2014.  In its second phase, JPMNH focuses on complementing the national government’s Conditional Cash Transfer (CCT) Program by concentrating its efforts on the quality of care that CCT families avail. JPMNH envisions that non-CCT households using the same service delivery network (SDN) in the urban poor and rural settings including geographically isolated and disadvantaged areas will also benefit from the interventions.

As the programme wraps up its technical assistance activities, it will be requiring a consultant for its project closeout and documentation activities.   Specifically, the consultant will (1) manage the technical review and close-out of on-going JPMNH contracts and support the development and dissemination of knowledge products, and (2) collate, analyze, and document JPMNH Phase 2 results, lessons learned/best practices, and sustainability mechanisms vis a vis its project design, M&E Framework and Plan into a Project Completion Report. The JPMNH consultant will be under the direct technical supervision of the incumbent Team Lead of the technical working group (TWG), working closely with the (i) other participating agencies of the joint programme (JP) and its M&E counterparts, (ii) Department of Health (i.e. NEC, NCDPC, HPDPB, IMS and BIHC) and (iii) the Australian Government’s Department of Foreign Affairs and Trade (DFAT). 

Under the overall guidance of the UN Resident Coordinator, the consultant will provide direction and technical assistance to the JPMNH Team in the development of a Project Completion Report for its Phase 2 implementation.

Scope fo Work:

Summary of key functions:

  • Collate, analyze, and document JPMNH Phase 2 results and lessons learned/best practices, vis a vis its programme design, M&E Framework and Plan into a Project Completion Report
  • Document JPMNH turnover activities and sustainability mechanisms
  • Facilitate technical review and close-out of on-going JPMNH contracts
  • Manage the development and dissemination of knowledge products
  • Coordinate and liase with Baseline Survey and Endline Study providers
  • Participate in relevant UNDAF management planning coordination structures including the UNCT, Programme Management Committees, UN M&E Group, UN Communications Group and Operations Management Team; participation in TWG meetings;
  • Perform other functions as may be assigned by the UN Resident Coordinator (UNRC), JPMNH TWG Team Leader and JPMNH Head of Agencies (HOAs).

Schedule of Payments:

The contracted cost for the Project is to be paid in output-triggered tranches, as follows:

  • First Tranche                 - 20%    Upon signing of contract;
  • Second Tranche            - 20%    Upon submission of outline and timeline for the development of the Project Completion      Report. Upon review and completion of the following JPMNH contracts:  JPMNH Baseline Study and JPMNH Endline Study;
  • Third Tranche                - 20%    Upon completion and dissemination of JPMNH knowledge products;
  • Fourth Tranche              - 25%    Upon submission of draft project completion report, incorporating JPMNH Phase 2 results, vis-a-vis its programme design, M&E Framework and Plan
  • Fifth Tranche                 - 15%    Upon submission of the final Project Completion Report

The JPMNH Technical Working Group will review the major and specific outputs of the Consultant, and the Team Leader will recommend payments through an acceptance letter, on behalf of the JPMNH TWG. The TWG will endorse this to the UN Resident Coordinator for review, approval and authorization of payments.      

Duty Station:

The consultant should report twice a week in the UN Office in RCBC Plaza in Makati, and in the World Health Organization (WHO) Office in the Department of Health (DOH) in Sta Cruz, Manila (1 day each).

QUALIFICATIONS:

Education:

  • Bachelor’s Degree or equivalent in Economics, Statistics, Social Sciences, International Relations, Political Sciences or related field;
  • Master’s Degree would be an advantage.

Experience:

  • At least two (2) years progressive experience at the national or international level in development issues; progressively responsible experience in development planning, monitoring, reporting and evaluation with background and interest in the analysis of socio-economic and health issues and related policy matters;
  • At least two (2) years’ experience in and solid command of Results-Based Management (RBM)/ Management for Development Results and in leading and/or participating in relevant M&E activities;
  • Experience in technical writing;
  • Experience in office and statistical software packages and handling of web-based management systems;
  • Additional experience in program management would be an advantage. 

Language:

  • Very good command of oral and written English.

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70% and combined with the financial offer which will be weighted a max of 30%.
