2. PROJECT DESCRIPTION

 

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. The fundamental objective of UN Women is to enhance national capacity and ownership to enable national partners to formulate gender responsive laws and policies and to upscale successful strategies to deliver on national commitments to gender equality.

 

The work of UN Women Cambodia is informed by the Strategic Plan of UN Women 2014-2017 and its 2016 Annual Work Plan.  Ending violence against women and girls has been identified by UN Women as a primary focus area in Cambodia. Specifically, UN Women’s priorities include increasing and supporting women’s participation in public decision making processes, including in peace building and governance (with a particular focus on young women in governance); enhancing economic opportunities including the empowerment of women migrant workers and women’s rural livelihoods; strengthening mechanisms for the protection of women’s human rights with a particular focus on CEDAW; engendering Cambodia’s national response to HIV/AIDS; and preventing and responding to violence against women.  UN Women strives to strengthen women’s voices, create space for dialogue, and to ensure that women have the capacities and opportunities to influence the decisions that affect their lives.

 

Cambodia is currently presented with a key opportunity to build on achievements to date and to accelerate efforts to end violence against women and girls (EVAW/G). Key policy documents, including the National Strategic Development Plan (NSDP) and the Royal Government of Cambodia’s (RGC) Strategic Plan for Gender Equality (Neary Rattanak) highlight EVAW/G as a government priority.   RGC strategies to prevent and respond to VAW/G are elaborated in the second National Action Plan to Prevent Violence against Women (2nd NAPVAW), which was formulated with financial and technical support from UN Women through an inclusive and participatory process.  UN Women advocates for policies and programmes that are evidence-based and evidence-building, enabling responses to VAW to be grounded into a continuing cycle of evidence-to-policy-to-practice. 

 

UN Women provides support to the Ministry of Women’s Affairs (MOWA) leads this process in close consultation with relevant ministries, development partners and civil society.  In 2016, UN Women is supporting the Royal Government of Cambodia (RGC) to ensure that the implementation of the 2nd NAPVAW occurs at the sub-national level in order to ensure its meaningful impact on women’s lives. As part of the implementation of the 2nd NAPVAW, UN Women supports MoWA in, inter alia, ensuring the necessary services are available to victims of violence, inter-ministerial coordination and monitoring, and the development of a primary and secondary prevention strategy.

 

As part of this effort, UN Women seeks to support sub-national coordination among authorities at the provincial and district level. In this regard, it seeks, where appropriate, to replicate best practices developed by GIZ in cooperation with MoWA in Siem Reap and Kampong Thom. To date, GIZ and MoWA have established multi-stakeholder coordination meetings, involving state and non-state actors, at the provincial and district levels. These include: tri-annual meetings among actors in the criminal justice sector, namely: prosecutors, MoWA-Judicial Police Agents (JPAs), Provincial Department of Women’s Affairs (PDoWAs) and NGO lawyers, judges and police; monthly coordination meetings at the provincial level among stakeholders involved in the provision of services to discuss blockages involving high-level cases; and monthly coordination meetings at the district level in 8 districts in Kampong Thom and Siem Reap, facilitated by the Cambodian Women’s Crisis Center (CWCC) with participation from the District office of Women’s Affairs (DoWAs) and Commune Committee for Women’s and Children’s (CCWC) focal point persons.

 

 

 

3. SCOPE OF WORK

 

With the aim of improving coordination and implementation of the NAPVAW at the sub-national level, UN Women, in partnership with MoWA, currently seeks a consultant to perform the following activities:

 

  • Conduct a mapping and an assessment of the vertical and horizontal coordination, monitoring and reporting between line ministries at the national and sub-national level and CSOs involved in service provision;

 

  • After consulting with the relevant actors, including GIZ staff, CWCC, PDoWAs and representatives of line departments at the provincial (2) and district (4) levels, choose one of the two different coordination models employed by GIZ in developing communities of practice in Kampong Thom and Siem Reap (through the gender network and the provincial and district women and children consultative committees) and recommend one for replication in other provinces;

     

  • Consult with provincial and district level representatives from line departments in 4 districts and two provinces: Kampong Speu and Preah Sihanouk; compare findings regarding coordination, monitoring and reporting with the data gathered from Kampong Thom and Siem Reap;

 

  • Identify needs for capacity building among sub-national level actors involved in NAPVAW implementation at the commune, district and provincial levels, including those who work directly with victims and those whose role is to monitor and report;

 

  • Identify available sources of funds to assist victims at the national, provincial and commune levels, the process for accessing these funds and any existing barriers to access;

 

  • Make recommendations for improved coordination, monitoring and reporting among line ministries and information sharing by CSOs; capacity building recommendations for specific actors at diverse levels; and recommendations for improving the system for funding services for victims of violence.

NAPVAW sub-national implementation model which addresses the following:

 

  • Mapping NAPVAW coordination at the sub-national level across line ministries, within MoWA and between government and civil society service providers;

 

  • Consultation with provincial and district representatives from line departments in four (4) districts in each of four (4) provinces: Kampong Speu, Preah Sihanouk, Siem Reap and Kampong Thom on coordination, monitoring, reporting and multi-sectoral referrals.

5. Institutional Arrangement

The consultant will work under the supervision of the UN Women EVAW Programme Manager and will be based at UN Women Cambodia Country Office. He or she will collaborate closely with MoWA staff at the national and sub-national level.

The Consultant will bring his/her own personal computer to conduct this assignment.

6. Duration of the Work

The duration of the assignment is from 15 July 2016 to 31 October 2016.

 

7. Duty Station

Duty station: Phnom Penh The consultant will be based in the UN Women Cambodia Country Office (100%) and undertake sub-national consultations in Siem Reap, Kampong Thom, Kampong Speu and Preah Sihanouk provinces. The standard UN daily subsistence allowance (DSA) will apply to any travel that may be required in the fulfilment of this assignment.

 

 

 

8. Minimum Qualifications of the Individual Contractor

 

Education: 

 

  • Master’s degree in gender, law, development studies, international relations, or other related disciplines

Experience:

 

  • At least seven years of relevant professional work experience in women’s human rights, in particular on ending violence against women
  • Experience in conducting field and desk research focused on gender-based violence, service provision, referrals and response, gender equality and justice in plural legal systems and costing;
  • Experience working in consultation with government actors

Competencies:

Technical competencies:

  • In-depth knowledge and understanding of the social, cultural, and political context of Cambodia and/or the region and its relation to gender and VAW.
  • Solid experience in undertaking research in coordination with government and NGOs in Cambodia would be an asset.

Functional competencies:

  • Excellent skills in planning, goal-setting and prioritization;
  • Proven technical knowledge in violence against women, GBV, gender analysis and the design of participatory assessments and consultations;
  • Demonstrated sensitivity, discretion, tact, and courtesy in relation to gender equality and women’s rights, development principles, implementing partners, and national and international personnel of varied nationalities and backgrounds;
  • Excellence communication and interpersonal skills

Corporate competencies:

  • Demonstrates integrity by modelling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UN Women;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

Language Requirements:

Fluency in English (both oral and written). Fluency in Khmer is an advantage.

 

 

9. EVALUATION

 

Application will be evaluated based on the following criteria:

  • Technical Qualification (100 points) weight; [70%]

  • Financial/Price Proposal (100 points) weight; [30%]

     

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technical qualified candidate.

 

2. Financial/Price Proposal Comparison:

  • Only the financial/price proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.

  • The total number of points allocated for the price component is 100.

  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Noted for International Applicant who interest this post:

UN Women-Cambodia requires that all international personnel, regardless of contract modality or position status, should comply with UN Cambodia Resident Security Measure (RSM) for accommodations and housing in Cambodia.  A residential inspection is required and will be conducted by UNDSS, whereupon corrections may be identified to achieve compliance with UN Cambodia RSM standards.  As such, newly arriving personnel are advised not to enter into long-term housing arrangements until inspection and compliance are verified.  For personnel who are already in-country, steps must be taken to achieve UN Cambodia RSM compliance.
