UNDP’s programme to support the electoral cycle in Jordan, primarily funded by the European Union, consists of technical and material electoral assistance. The programme is designed to enhance the institutional and professional capacities of the Independent Election Commission (IEC).

UNDP provided extensive technical advice and support to the IEC in the course of 2014 in the area of voter registration and database development. On the basis of assessments carried out by UNDP, the IEC took a number of key policy and operational decisions for its approach to conducting voter registration and periodic updates. The implementation of these plans will be gradual, and will continue through 2015 and possibly even beyond. The IEC has requested continued technical expertise to support these activities and to build the skills of relevant staff.

Voter registration survey will be conducted by a company at the request of the IEC to determine the accuracy of the voter registry. UNDP has been asked to help analyze the findings of this survey and advice on ways to incorporate them in future policy and technical decisions.

Pursuant to a constitutional amendment adopted in September 2014, the IEC will now also be responsible for municipal and other general elections. So far, the voter registry for municipal elections has been maintained by the Government. The IEC will need to harmonize the processes of registration as well as the database and other systems used to store voter information for the different elections it conducts. The date of governorate council elections has not yet been established. But, the IEC is working diligently to meet key targets dates and milestones in order to ready the preliminary voter lists for a public inspection and objections period. Shortly thereafter, preparations would start for the next parliamentary election in late 2017.

In addition to voter registration, the IEC plans to review and strengthen its election results management systems, in preparation for elections starting in late 2016. This will represent a significant undertaking involving a review of structures, policies, procedures and systems. The present assignment will contribute to that review, in particular with respect to systems and data management, and provide advice on technical solutions.
