Overview : The United Nations Office on Drugs and Crime (UNODC) is partnering with the National Agency for the Prohibition of Trafficking in Persons and other Related Matters (NAPTIP) in implementing a European Union funded project on “Promoting better management of migration in Nigeria by combating and reducing irregular migration that occurs, inter alia, through Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) (NGAX41).” The project aims to strengthen the national capacity to better combat TIP and SOM in order to maximize the development potential of migration. As part of this effort, a number of activities are being implemented to expand NAPTIP’s capacities in various priority areas in order to improve service delivery, particularly in investigations and prosecution, project management, monitoring and evaluation as well as victim support services. 2 Justification: Data is no doubt a key component of any organizational development. NAPTIP as an agency charged with the responsibility of fighting Human Trafficking Nigeria need tools for data collection and sharing with partners. Presently the Internet facilities at the Zonal Commands across the country can barely be used for data transfer and sharing. With an increase in the total bandwidth in the zonal commands data collection and sharing will increase the efficiency of transmitting data through the internet securely and faster as seen through this same project at the NAPTIP headquarter in 2012-2013. 3 Specific tasks to be performed by the Internet Service Provider: The Internet Service Provider is expected to provide; - Internet Access through Fiber Optic Cable or Wireless Radio Link to all NAPTIP Zonal Commands
- VPN link to NAPTIP Headquarters in Abuja.
The following are the requirements/specifications for the two services: Technical Requirements: - The availability of the backbone links should be at least 99% and the availability of the last mile link should be at least 99.5%.
- Services are expected to be available for IP connectivity at 1 MBPS symmetrical for Internet and 128kbps for VPN per site (9 sites in all including NAPTIP’ headquarter. See list below).
- Provide at least 2 usable public IP addresses per site.
For comparison purpose, the proposal should clearly indicate the prices for the following bandwidth below. The price quote must differentiate between the two services. - 1024kbps Internet symmetrical link for 6 months and 12 months extendible to another 24 months.
- 128kbps VPN separately symmetrical link for 1 month, 6 months to 12 months extendible to another 24 months.
- 256kbps VPN separately symmetrical link for 1 month, 6 months to 12 months extendible to another 24 months.
- 512kbps VPN separately symmetrical link for 1 month, 6 months to 12 months extendible to another 24 months.
- 1024kbps VPN separately symmetrical link for 1 month, 6 months to 12 months extendible to another 24 months.
Termination Points: The last mile fiber optic cable or wireless radio is to be installed and terminated at the Server Room of NAPTIP (National Agency for the Prohibition of Traffic in Persons and Other Related Matters) zonal commands listed below: 1.
