Overview :

The UNODC 2009 Threat Assessment for West Africa highlights Nigeria as a leading high risk country in seven of eight assessed major crime areas. These range from drug control issues - with Nigeria serving as a transit point for cocaine from Latin America and heroin from Asia, and a major provider of locally cultivated cannabis - to oil bunkering, smuggling of migrants, and trafficking in persons and illicit goods such as counterfeit medicines, small arms, ammunition, and toxic waste.

To address the above-mentioned problems, UNODC is implementing large-scale projects funded by the European Union under the 10th European Development Fund (EDF) modality. One of these projects is NGAV16 – “Response to Drugs and Related Organized Crime in Nigeria”, which aims at supporting Nigeria’s efforts in fighting drug production, trafficking and use, and in curbing related organized crime including counterfeit narcotics and psychotropic substances. The project proposes a balanced approach to drug control, with equal attention paid to drug interdiction and drug demand reduction, including drug prevention, treatment, and care (DPTC).

One of the key outputs of NGAV16 is to strengthen the evidence- based data on drug use and drug related crime to inform policy planning and implementation. This evidences are captured with the following surveys:

  • a household survey on drug use, to estimate the extent of drug use in the general population;

  • an assessment of problem drug use drug users in community settings, to provide further insights on the nature of the drug problems;

  • a cannabis cultivation survey, to estimate the area under cannabis cultivation in Nigeria.

Under the supervision of UNODC and the Federal Ministry of Health (FMOH) the implementing agency will be expected to carry out activities related the “Assessment of problem drug use” as outlined in the TOR.
