Overview

Background:

The United Nations Development Programme (UNDP) is supporting the Government of Iraq in responding to the people’s needs in areas that were liberated from ISIL. The Funding Facility for Immediate Stabilization (FFIS) project was created in June 2015, through-which UNDP is supporting the restoration of electricity to revive the liberated cities, the reoperation of water projects, the renovation of damaged networks and the rehabilitation of health centers and schools.

The project already has a team of national engineers onboard. The national engineers frequently travel to the newly liberated areas, participate in initial assessment of needs, verify bills of quantities prepared by government counterparts, participate in the technical evaluation of bids and supervise the implementation of awarded civil-work contracts. In view of the anticipated expansion of work and possibility of UNDP engaging in sizable infrastructure projects, the project is procuring the services of 2 international engineers: 1 civil engineer and one electrical engineer.

Objective:

  1. Participate in the assessment processes of targeted locations –where/when feasible- and/or perform desk reviews for prepared Bills of Quantities (BoQs)/Technical Specifications and Scope of Work to produce high quality bid documents for civil works and supply of equipment.

  2. Ensure timely submission of quality Bill(s) of Quantities (BoQs) of the relevant renovation and construction activities and detailed technical specifications for supplies in coordination with the technical teams from the Government of Iraq (GoI).

  3. Participate in the technical evaluation processes of bids, prepare technical evaluation reports and respond to technical clarifications from UNDP procurement review committees.

Scope of Work:

Under the direct supervision of the FFIS Project Manager and the Procurement Specialist:

Assessment of Sites:

  • Support the assessment of targeted sites in liberated areas where/when applicable. This including physical assessment and/or desk-review of reports of conducted assessments.

  • Support the preparation and/or finalization of site-assessment reports that inform further procurement activities.

  • Develop and design engineering interventions based on the assessment findings and relevant risk in coordination with the respective national counterparts.

Preparation of Bills of Quantities (BoQs):

  • Follow up on the preparation of BoQs/technical specifications with the respective counterparts.

  • Review and finalize all BoQs/Technical Specifications and Scopes of work before initiating any procurement process;

Technical Evaluation of Bids:

  • Support FFIS national engineers in the technical evaluation of bids and advice on all engineering related issues.

  • Prepare technical evaluation reports and respond to technical clarifications from UNDP procurement review committees.

  • Support FFIS project team in verifying the Variation Orders VO (if any).

Follow-up on the implementation of civil and other engineering works:

  • Follow-up with national engineers overseeing the rehabilitation civil, electrical and mechanical works at site, where/when possible, ensuring that the preparation and execution of the works are in accordance with the approved bill(s) of quantities and within the established time frame.

  • Conduct construction inspection, including inspection of materials, equipment’s to be installed.

Support to contract implementation:

  • Advise on project contracting requirements.

  • Discuss site issues with the contractor and report back to FFIS program manager with the proposed solutions.

  • Check and certify the progress/completion of works presented by the contractor.

  • Expected outputs:

  • Site Assessment Reports completed and finalized as per UNDP requirements and standards.

  • Bills of Quantities (BoQs), Technical Specifications and Scopes of Works finalized as per UNDP requirements for all the relevant engineering works assigned.

  • Bids-documentation finalized as per UNDP requirements.

  • Technical Evaluation reports for engineering works finalized.

  • Bidders and Procurement committees queries timely answered
