Overview :

UNDP South Africa is committed to supporting national development priorities and aspirations which aim to achieve a better South Africa, a better Africa and a better world as articulated in the National Development Plan (NDP). In line with its Country Programme Document (CPD) (2013-17), and in response to growing demand from Government, the CO has been delivering upstream policy support in a range of sectors with considerable success. However, many elements tied to the current CO business model including structure, revenue streams, principal clients, products, and details of financing require further definition and fine tuning. Furthermore, existing corporate performance assessment tools, indicators and dashboards tend to prioritize CO financial delivery and programme/management ratio, which may not entirely be well suited to the local context due to the high level of policy advisory work and need to be balanced against impactful programme delivery. Therefore, additional performance benchmarks need to be explored in order to more appropriately assess the CO performance. This investigation is intended to address the above gaps while providing fresh input into the next CPD development process while at the same time feeding into on-going efforts by UNDP globally to develop context specific CO business models.

UNDP requests services of individual consultnts who will be responsible to design a fit-for-purpose business model for upper-middle income (UMIC) countries but specifically for the UNDP CO.
