Overview : UNDP in partnership with the Department of Agriculture – Philippine Crop Insurance Corporation (PCIC) is implementing the project, “Scaling Up Risk Transfer Mechanisms for Climate Vulnerable Agriculture-Based Communities in Mindanao”. The project aims to reduce poverty by strengthening the resilience of vulnerable agriculture-based rural communities in Mindanao through climate risk transfer mechanisms and productivity enhancement measures. The project was designed to address two types of climate risk: (1) increasing variability in climate and (2) climate-changed induced natural disasters. Weather index-based insurance (WIBI) which has been pilot tested by PCIC on a small scale in the last 3 years will be expanded to at least 2,000 households. Disaster Risk Management will also be introduced, disseminated and strengthened at a community level in the same locations where WIBI will be delivered. The provision of climate change adaptation options for the abovementioned types of climate risks in a synchronized manner will increase the adaptive value of such options and reduces vulnerability of small-holder farmers. To support the UNDP-WIBI Mindanao Project, a Manila-based Translator will be recruited and will provide assistance to the National Project Coordinator (NPC) and Communicationas Associate (CA) in the production of consistent and high quality translation services. These materials will be used to disseminate information to locals in Region X and XI. Scope fo Work: The translator main tasks is to provide the following support to the UNDP WIBI Mindanao Project Management Office (PMO) on: Translation and editing works from English to Tagalog and Visayan and vice versa of WIBI project documents, guidelines and communication materials; Review of existing material produced by the project, to assess what would be a more effective language to the field; Coordinate with the PMO on what other documentation should be considered for a more effective dissemination of information on the project; All assigned tasks for the duration of the contract;
Schedule of Payments: - First Tranche - 5% Upon signing of the contract;
- Second Tranche - 10% Upon submission and acceptance of the Translation of WIBI Flyers and Newsletters;
- Third Tranche - 35% Upon submission and acceptance of Translation Services for Component 1;
- Fourth Tranche - 40% Upon submission and acceptance of Translation Services for Component 2; and
- Fifth Tranche - 10% Upon submission and acceptance of Translation Services for Component 3.
Duty Station: Metro Manila. The Translator will not be required to report to office regularly but status report on the outputs shall be expected from time to time. Coordination meeting with PMO should also be established. Institutional Arrangement: For the duration of the contract, the Translator will report to the National Project Coordinator (NPC) and/ or the Communications Associate (CA) and shall work in close coordination with the Philippine Crop Insurance Corporation. The cost of the contract shall cover professional services rendered only, travel costs and necessarily expense at the project sites will be covered by the project. Functional competences - Experience in working in the private sector, or in an outreach position relating with the government and private sector;
- Past experience and effective communication skills for dialoguing with senior level private sector executives;
- Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
- Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
- Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
- Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
- Past international work experience preferred;
- Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.
QUALIFICATIONS: Education: Experience: - 2 years of working experience as a translator, experience working with UN agencies an advantage;
- 2 years experience in translating texts is required, as well as the ability to translate specialized/technical materials;
- familiarity with climate change and agriculture an asset;

Criteria for selection process: The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 50% and combined with the financial offer which will be weighted a max of 50%.
