Overview :

The Governance and Citizen Security Unit at UNDP in Honduras targets different topics, such as support for citizen security, electoral reforms and strengthening state institutions and civil society to develop policies and inform decision making concerning both public life and economic and social development.

Since 2008, UNDP has been providing technical assistance for the strengthening of the electoral system in Honduras in terms of legal, regulatory and institutional frameworks and associated dialogues with political parties and civil society. It is also supporting the National Population Register to increase registration and access of citizen identification. The importance of the last component is not limited only to enhancing the election process but also reduce inequality and social exclusion. Failure to possess official identification documents denies access to benefits and other social and commercial activities and exacerbates citizen insecurity, trafficking and exploitation, especially of women and children. Moreover, there is very little information on vital statistics at local and national level allowing the design of informed national planning and policy making, and sizing implementation progress.

Funding was received from different sources, including UNDP, the Supreme Electoral Court (TSE in Spanish, SEC in English), the Swedish International Development Agency (SIDA), and the Agency of the United States for International Development (USAID).

The work focuses currently on two outputs:

  • Output 1: improved electoral legal and regulatory framework through electoral technical assistance and support to relevant mechanisms of dialogue for civil society organizations and political parties.
  • Output 2: Improved management of electoral institutions through technical assistance to the National Civil Registry and the Supreme Electoral Court.

Objective

  • To contribute to the establishment of a more resourceful and reliable IT unit of the Electoral Court and its staff.

  • A methodology, on how they will approach and complete the assignment and work plan as indicated above;
