Overview :

Proposal should be submitted by email to tr.ic.proposal@undp.org no later than 18 July 2016, COB.

Any request for clarification must be sent in writing, or by standard electronic communication to the address or e-mail indicated above. UNDP will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants.

1) BACKGROUND

The overall goal of the full-sized project, which is to be developed as a result of the Project Preparation Grant (PPG), is to improve the resilience of critically important biodiversity of the coastal and marine habitat in Turkey by focusing on Invasive Alien Species and targeted habitat restoration and management. The project will achieve this through a set of components as outlined in the table below. In line with STAP and GEF Council comments, the focus and planned outputs of the project may be modified in the course of the PPG implementation.

The project preparatory grant (PPG) is to prepare make sure that a full size project document is prepared in line with professional standards of UNDP GEF.

A team of short-term national and international consultants, hired and supervised by UNDP Turkey with advice form UNDP Istanbul Regional Hub, and funded by the GEF, will conduct the work under the PPG. In addition, the Governments, UNDP and other donor programs, listed below will provide in-kind contribution to the PPG in the form of ensuring access to necessary expertise, documents and facilities.

2) SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Scope of work is to define fiscal incentives on IAS of the comprehensive set of documents in the standard GEF and UNDP templates, in collaboration with national lead consultant (GEF-UNDP Project Document with annexes, GEF Request for CEO Endorsement Request, under the overall guidance of the UNDP IRH RTA and UNDP Country Office, and in accordance with the PPG Initiation Plan).

The IC will be mobilized with Frame-work based contract. Specific expectations from the IC will be articulated in the multiple service requests to be made by UNDP during the course of the contract.

3) REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

The consultant should have the following experience and qualifications:

General Qualifications

  • Bachelors Degree in biology, aquaculture, law, finance, economics, or relevant fields,
  • Very good command of both written and spoken English and Turkish
  • Excellent command of office software, such as word processors, spreadsheets
  • Higher Degree in relevant fields,

Professional Experience

  • At least eight (8) years of professional experience
  • Proven reporting skills
  • Minimum ten (10) years of professional experience

 

Specific Experience

  • At least five (5) years of specific experience in marine biology and impact assessment.
  • At least three (3) years of direct contribution to research on IAS and practical engagement in marine protected area management in Turkey
  • Knowledge on development of financial scheme
  • Experience in gathering and interpreting data
  • More than seven (7) years of professional experience in marine biology and alien species
  • At least five (5) years of direct contribution to research on IAS and practical engagement in marine protected area management in Turkey
  • Proven knowledge on IAS introduction to Mediterranean Sea and/or development of financial schemes

Notes:

  • Internships (paid/unpaid) are not considered professional experience.
  • Obligatory military service is not considered professional experience.
  • Professional experience gained in an international setting is considered international experience.

The consultant should avoid any kind of discriminatory behavior including gender discrimination and ensure that

  • inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;
  • necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced.

4) DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Financial proposal as per template (please see section 5, below and Annex 2)
  • Personal Updated CV and UN Personal History Form (P11 Form) including past experience in similar projects and at least 2 references[1]

5) FINANCIAL PROPOSAL

The interested individual consultants must submit their financial proposals by following the guidance and the standard template provided in Annex 2. Any deviation from the standard text may lead to disqualification.

6) EVALUATION

The evaluation will be based on cumulative analysis (i.e. technical qualifications and price proposal). The weight of the technical criteria is 70%; the weight of the financial proposal is 30%. Candidates that obtain a minimum of 70 pts out of a maximum 100 pts will be considered for the financial evaluation. Candidates that do not meet the minimum requirements will be disqualified.
