Overview :

The project “Enhancing Resilience of Coastal Communities of Samoa to Climate Change” (ERCC) financed by the Adaptation Fund (AF) and supported by UNDP is managed by the Government of Samoa through the Planning and Urban Management Agency (PUMA) of the Ministry of Natural Resources and Environment (MNRE).

Overall, the project will reduce the vulnerability of Samoa’s population and natural environment to climate risks, and enhance the capacity of natural systems and coastal communities to recover from impacts (chronic and acute) associated with climate change and extreme weather events. 

The objectives of the Ecosystem Specialist is to;

  • Review and update CIM plans in the 25 districts targeted under AF-Samoa project to incorporate ecosystem-based approaches.

Scope of Work:

The duties of the AF-Ecosystem Specialist will include, but are not limited to:

  • Assist with the development of updated district CIM plans, incorporating ecosystem-based approaches providing advice on improving or enhancing ecological connectivity, reduction of invasive species, encouragement of recolonisation by indigenous/local species.
  • Develop checklists for vegetation type, endemic/native fauna, most destructive invasive species to be used for site assessments.
  • Advise on suitable species to use in coastal and upper watershed areas, including methods of obtaining and/or propagating planting stock.
  • Provide recommendations for appropriate conservation options relevant to the 25 districts.
  • Assist with the establishment and implementation of the monitoring program for the sub-projects
  • Participate in consultations with stakeholders.
  • Provide support and technical information to the CIMP Review Team Leader and AF-Samoa project team.
  • Provide capacity building/training for the AF-Samoa Team on Ecosystem approaches and site assessment techniques.
  • Submit a matrix that summarizes the findings as (i) Issues, (ii) Best solution with est cost (iii) other benefits and finally (iv)  implementation guidelines.

Proposals with the proposed methodology addressing the elements mentioned under deliverables must be submitted by electronic mail to the address procurement.ws@undp.org.  Incomplete applications will not be considered and only candidates for whom there is further interest will be contacted. Proposals must include: 

  • CV and a duly completed P11 (template provided) addressing the evaluation criteria and why you consider yourself the most suitable for this assignment. 
  • 3 professional references most recent;
  • A brief methodology on how you will approach and conduct the work;
  • Financial Proposal specifying the daily rate and other expenses, if any (template provided);
  • Letter of interest and availability specifying the available date to start and other details (template provided).
