Overview : Memorandum Order 79, issued on 22 April 2015, tasks the NEDA Director-General, as NDRRMC Vice-Chair for Rehabilitation and Recovery, to undertake the “coordination, monitoring and evaluation of all disaster-related programs, projects and activities (PPAs) previously under the Presidential Assistant for Rehabilitation and Recovery (PARR)”. Further, as provided for under the Memorandum Order, NEDA created a Yolanda Project Monitoring Office (PMO) that will coordinate and facilitate all activities on the monitoring of Yolanda programs and projects. In the context of its support for the long-term recovery of areas affected by Typhoon Yolanda, UNDP shall extend support to NEDA, particularly in the operations of the Yolanda PMO. UNDP will engage the services of the PMO Cluster Coordinator who will provide a range of technical support in the monitoring of programs and projects and in other activities of the Yolanda PMO. Scope of Work The Cluster Support Staff will assist the NEDA PMO in coordinating with the concerned agencies and other institutions or offices working on the Typhoon Yolanda recovery programmes. In particular, the Cluster Support Staff will undertake the following: - Provide liaison support and technical inputs to PMO;
- Collate and consolidate agency reports, including status reports;
- Conduct monitoring and validations visits;
- Attend and Document Inter-Agency meetings and activities, as necessary;
- Liaise/coordinate with agency central offices and regional offices;
- Facilitate clarification and analysis of issues/concerns impeding implementation progress, and their resolution;
- Monitor and document initiatives of bilateral/multilateral organizations, private sectors, NGOs in Yolanda rehabilitation and recovery;
- Participate in meetings and activities of the PMO and assist in documenting results of major meetings; and
- Perform other functions to be assigned by NEDA.
Expected Outputs/Deliverables - Consolidated reports of monthly agency report submissions;
- Monthly status reports and documentation of private sector initiatives;
- Monitoring/Validation reports;
- Minutes/Highlights of meetings conducted;
- Various communications collaterals (i.e. memorandum, letter, Powerpoint presentations), as needed;
- Terminal report on accomplishments at the end of contract.
Schedule of Payments Pricing option to be implemented for the contractor will be the Lump Sum Amount. This pricing option is “all inclusive”. Payments for the service rendered will be given upon submission and acceptance of each deliverables as stated in the table below. For duty travels to the Project Areas, the Project will shoulder his/her travel costs following the UNDP DIM rates. First Tranche - 30% Payment released after submission and approval of the following:1st monthly consolidated report, particularly on the programs, project and activities implemented by bilateral/multilateral, NGOs, private sectors and monthlystatus reports and 1st monthly monitoring/validation report; Approving Authority - NEDA-YPMO Head and UNDP-RPBU Team Leader; Second Tranche - 30% Payment released after submission and approval of the following:2nd monthly consolidated report, particularly on the programs, project and activities implemented by bilateral/multilateral, NGOs, private sectors and monthly status reports and 2nd monthly monitoring/validation report; Approving Authority - NEDA-YPMO Head and UNDP-RPBU Team Leader; Third Tranche - 40% Payment released after submission and approval of the following: Final overall report on the status of implementation of Yolanda recovery and rehabilitation of PPAs funded/implemented by bilateral/multilateral, NGOs, private sectors, and Terminal report on the consultant’s accomplishments. Approving Authority - NEDA-YPMO Head and UNDP-RPBU Team Leader. Institutional Arrangement - The Cluster Coordinator will report directly to NEDA specifically to the Yolanda PMO Head.

Functional competences Duration of the Work - Three (3) months (But contract will include additional two weeks for any revision on the final report approval, and final payment).
Duty Station - NEDA Central Office, Pasig City. Domestic travel is contingent on project requirements.
Qualifications Education: Experience: - At least three (3) years of professional work experience, preferably one year experience in government coordination with various institutions, including the private sector, civil society organizations or international agencies;
- Experience in post-disaster rehabilitation and recovery programs, preferably in government; particular involvement in Yolanda related activities an advantage.
Skills/Language requirements: - Proficient in Microsoft Office applications, adept with database programming and online web monitoring platforms;
- Fluent in English and Filipino;
- Excellent in oral and communication skills.
Criteria for selection process: The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70% and combined with the financial offer which will be weighted a max of 30%.
