Overview :

Samoa’s INDC currently focuses on mitigation activities, within its electricity sub-sector of the Energy Sector. By means of this option, Samoa is not neglecting adaptation measures or activities towards climate change, but using the opportunity to create a clear pathway towards achievable initiatives.  As stated in Samoa’s INDC, one of the important elements in developing Samoa’s INDC is the availability of updated information and data and Electricity sub-sector has up-to date information available.  

In this regard, Samoa is seeking an international technical consultant to assist in the implementation and monitoring of Samoa’s INDC related activities after the COP 21 in Paris. 

The consultant will be based within and work closely with Renewable Energy Division of the Ministry of Natural Resources and the Environment (MNRE) who will be responsible for the overall supervision of consulting services whilst the ACEO-RED, in collaboration with UNDP, will provide final clearance of the deliverables.

The National Energy Coordination Committee (NECC) will have oversight of the assignment. This committee comprises of key government agencies namely Ministry of Natural Resources and Environment (MNRE), Ministry of Finance (MoF), Land Transport Authority (LTA), Scientific Research Organisation of Samoa (SROS), Samoa Trust Estates Corporation (STEC), Ministry of Agriculture and Fisheries (MAF), Electric Power Corporation (EPC), NGOs and development partners. The NECC is chaired by the Minister of Finance and co-chaired by the Minister of Natural Resources and the Environment and by the Minister of Works, Transport and Infrastructure, The Renewable Energy Division (RED) of MNRE will be the lead implementing focal point in close collaboration with STEC, MoF, SROS, LTA and EPC.
