Overview :

PROJECT BACKGROUND

The Strengthening National Capacities for Conflict Resolution and Peace-building Project is a Project striving to create permanent local and national mechanisms, systems, structures and capacities for the prevention and resolution of conflicts in Ethiopia. The Project is anchored at the Ministry of Federal and Pastoralist Development Affairs (MoFPDA), a partner institution which is in charge of dealing with inter-communal conflicts at strategic level. This Project, supported by the United Nations Development Programme (UNDP) -Ethiopia Country Office, has been ongoing since 2010 and has been concluded in June 30, 2016.  A subsequent programme will be developed following the project review.

RESPONSIBILITIES

The following detailed roles and responsibilities of the professional consultant. These are essential steps, but not limited, to be undertaken by the review: 

  • Collect and analyze relevant data and background information on conflict prevention and peace building project through desk review and interviews; 
  • Collect primary data from institutions and community members Oromia, Amhara, SNNPR, Afar and Somali Regional States 
  • Undertake research and prepare a background report on Government strategies and program on conflict prevention and resolution;
  • Assess achievements, successes, challenges, lessons of the conflict prevention and resolution Project; 
  • Draw up recommendations based on the review of achievements, successes, challenges, lessons  of the conflict prevention and resolution Project; 
  • Conduct report validation workshop to gather further feedback on the draft report.

QUALIFICATIONS of the Successful Individual Contractor (IC):  

Education:

  • Good track record in evaluation/review of projects is a prerequisite; and
  • Masters in Peace and Conflict Studies, Political Science and International Relations, Social Anthropology, Law, Regional and Local Development Studies or related disciplines.

Experience:

  • Minimum of 7 years of demonstrable experience and knowledge in the field of conflict prevention, resolving and development, modern conflict prevention and management theory and practice.

Language       

  • Excellent communication including both oral and written communication in English and Amharic, conflict resolution and negotiation skills; and
  • Capacity to communicate fluently with different stakeholders (civil society, government authorities, local communities, project staff). 

Functional Competencies:

  • Experience in working in the relevant field in Ethiopia;
  • Knowledge and research experience on conflict prevention, resolving and development, modern conflict prevention and management;
  • Considerable experience (minimum five years) in research, monitoring and review of preferably conflict prevention and management, decentralization, development projects;
  • Good track of record in evaluation, review of projects;
  • Extensive experience with project development, implementation and/or management (direct project formulation experience is preferable with good knowledge on conflict prevention, resolving;
  • Demonstrated ability to work in an independent manner;
  • Strong understanding of country context, including conflict dynamics, policy and legal frameworks; and
  • Computer proficiency, especially related to professional office software packages (Microsoft Office).

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

  • Fulfils all obligations to gender sensitivity and zero tolerance for sexual harassment.

Please note that these proposals shall be submitted to the designated secured email into two files but in one email unless both Files are Greater than 9MB file size

IMPORTANT NOTE:

  • Failing to submit anyone of the documents stated above will automatically disqualify the candidate from further technical evaluation;
  • Those prospect consultants who fail to submit both Technical and Financial proposals as per the IC Proposal Submission Form and to the designated secured email will not be further considered for evaluation.
