Overview :

The United Nations Office on Drugs and Crime (UNODC) in partnership with the National Agency for the Prohibition of Traffic in Persons (NAPTIP) is currently implementing the project ‘Support and Capacity Building to NAPTIP on Strengthening Access to Justice and Victim Support’ (NGAZ54) funded by the Government of Switzerland.

The overall objective of the project is to improve the organizational, operational and management capacities of law enforcement officers, counselors and social workers to deal with cases of TIP and SOM in Nigeria, in particular in the fields of access to justice and victim support. The project will contribute to and complement the EU funded project ‘Promoting Better Management of Migration in Nigeria by Combating and Reducing Irregular Migration that occurs, inter alia, through TIP and SOM’.

Specifically, the project ‘Support and Capacity Building to NAPTIP on Strengthening Access to Justice and Victim Support’ (NGAZ54) will:

  • Build the capacity of specialized professionals to support trafficked victims in seeking and receiving access to effective remedy through formal and informal institutions of justice within the state;
  • Build the capacity of counselors and social workers to professionally provide rehabilitation, empowerment and reintegration services to support trafficked persons, their families and communities.
  • Provide direct rehabilitation, psycho-social and economic empowerment services to 36 trafficked victims.

RATIONALE FOR THE ASSIGNMENT

Trafficking in Persons (TIP) is a process, the result of which is the control of one human being by another for the purpose of exploitation. Although only a small percentage of TIP victims are taken to rehabilitation facilities, or shelters, however, these facilities play an important part in a comprehensive effort to address TIP that includes prevention, protection, support and prosecution.

Rehabilitation of rescued victims especially women and children is a daunting and sensitive task. A victim centered approach that employs continuous follow-up actions, emotional and economic support, are critical steps to successful rehabilitation. Major setbacks to effective rehabilitation, empowerment and reintegration services for victims in Nigeria include; 1) Inadequate rehabilitation shelter facilities that provides comprehensive services to trafficked persons 2) lack of professional victim care and support, 3) weak referral coordination amongst stakeholders when trafficked victims are identified, 4) weak Public Private Partnership and 3) lack of sustainable funding.

The goal of every rehabilitation program is to fully integrate the Trafficked Persons (TPs) into society. Therefore, a successful rehabilitation and integration program for victims of TIP must take into account socio-economic factors which predispose the victims to trafficking in the first place such as lack of access to education, skills, funds/capital to start businesses and poor business management skills. Such reintegration programs must also consider the severity of the impact of human trafficking, the degree of trauma suffered by the victim, and the social stigma associated with TIP if it is to be successful and diminish the vulnerability for re-victimization.

In many cases stigma, discrimination and humiliation have essentially pushed back the rehabilitated victims into being re-trafficked. More so, the quality of support and rehabilitation, especially the traditional skills empowerment such as hairdressing, dress making and craft does not adequately equip the victims’ psycho-socially and economically to be competent and competitive in the job market.

Furtherance to the above, this project is designed to facilitate and support the provision of services towards psychological and emotional recovery, economic empowerment; social inclusion, life skills acquisition, counseling and education for trafficked victims that are evidence based and reflect best practices

PURPOSE OF THE ASSIGNMENT:

The objective of this assignment is to provide comprehensive and direct rehabilitation, psycho-social, economic and educational empowerment and reintegration services to 36 trafficked persons in Lagos and Edo States. Economic and educational empowerment skills for victims could include sheltering, vocational skills training, formal education enrollment, economic and social empowerment, health, psychosocial and physical services. Such activities are to be premised on the following considerations:

  • NAPTIP is the authorized responsible government agency on all TIP efforts and so regular referral to NAPTIP is mandatory in documentation of trafficked victims;
  • The 36 beneficiaries must be residing in Lagos or Edo state for smooth follow-up and reintegration with their families;
  • Service provision needs to be victim-centered, culturally and traditionally acceptable and fully cognizant of the family, social and gender of the victim;
  • Ensure the 3-years follow-up required in accordance with the National Policy for the Protection and Assistance of Trafficked Persons in Nigeria is provided to the beneficiaries after the project expiration to reduce incidences of re-trafficking.

TASKS TO BE PERFORMED:

The assignment will be executed under the supervision of the Project Coordinator TIP/SOM unit and the National Project Officer, Victim Support, Rehabilitation and Grant of the UNODC project, ‘Support and Capacity Building to NAPTIP on Strengthening Access to Justice and Victim Support (NGAZ54)’.

Specific Tasks to be performed by the contractor are broken down into four phases as follows:

Planning - Phase 1 (Administrative) –

  1. Identification and selection of 18 beneficiaries in Lagos State based on the set national criteria as contained in the National Policy for the Assistance and Protection of Trafficked Persons
  2. Identification and selection of 18 beneficiaries in Edo State based on the set national criteria as contained in the National Policy for the Assistance and Protection of Trafficked Persons
  3. Conduct needs assessment of the beneficiaries to determine empowerment needs and livelihood options
  4. Development of individual beneficiaries’ care plan
  5. Identification of vocational centre, in addition to existing centre, to be used in training the beneficiaries in their areas of interest in Lagos and Edo States
  6. Identification of government and/or private schools to enroll beneficiaries in Lagos and Edo States
  7. Routine and continuous individual counseling of victims as needed and initiated by victims in Lagos and Edo States
  8. Reintegration visits to the communities/homes of trafficked victims

The National Policy for the Protection and Assistance of Trafficked Persons in Nigeria provided that follow-up should be continuous for victims of trafficking for at least 3-years
