Overview :

The Biodiversity Management Bureau of the Department of Environment and Natural Resources has recently completed a two-year enabling project entitled “National Biodiversity Planning to Support the implementation of the CBD 2011-2020 Strategic Plan in Republic of the Philippines” with support from the United Nations Development Program (UNDP) - Global Environment Facility, it aims to develop, adopt and begin implementation of the Philippine Biodiversity Strategy and Action Plan (PBSAP) 2015-2028 in a manner that is in line with the global and national guidance contained in the Convention on Biological Diversity or CBD’s Strategic Plan for Biodiversity and Aichi Biodiversity Targets, the Philippine Development Plan (2016-2020) and relevant sectoral plans. At the same time, a Financing Plan for the full implementation of the updated PBSAP is currently being implemented through the Biodiversity Finance Initiative (BIOFIN). BIOFIN is managed by the UNDP Ecosystems and Biodiversity Programme, in partnership with the European Union and the Governments of Germany, Flanders and Switzerland, who support the initiative. with a total of USD 15 million (as of March 2014 – further support is being sought)

 

The PBSAP Financing plan will look into the following: 1) activities towards budget realignment & budget increase in the national government sector; 2) activities towards budget realignment & budget increase among LGUs; 3) activities towards improved accessibility to earmarked funds; 4) activities towards mobilizing new financing; 5) activities towards improving institutional support to PBSAP implementation; and 6) development of the Philippine Biodiversity Strategy and Action Plan (PBSAP) priority programs.


Scope of Work:

Under the supervision of Program Manager and the Senior Technical Advisor, the Local Government Specialist will carry out the following tasks:

  • Using the BIOFIN Method, develop a Financing Plan for the LGUs selected as pilots;

  • Provide technical guidance, assistance and expert advice on the following;

                                 - Assistance to LGUs in proposal development to access the People Survival Fund and ER-194 through capacity building;

                                 - Technical Guidance to LGUs in crafting business model canvass for the market place;

                                 - Technical guidance and assistance to LGUs on creating their Local Biodiversity Strategy and Action Plan and

                                    implementing the BIOFIN method;

                                 - Evaluate proposals submitted for the market place; and

                                 - Identify other appropriate financing solutions at the LGU level.

  • Coordinate and provide overall program support for LGU activities such as field visits and consultations

  • Co-design and co-develop program/activity that will encourage LGU participation and partnerships for PBSAP;

  • Contribute to the design and implementation of a tracking tool to monitor the sources and amounts of financing for PBSAP in coordination with the the PBSAP Secretariat

  • Contribute to the IEC component of the project;

  • Attend relevant project meetings and workshops/exercises; and

Institutional Arrangement:

The Project Manager shall directly supervise the Local Government Specialist and approve his/her output.

The Local Government Specialist is expected to liaise/interact/collaborate/meet with the national and global (as necessary) BIOFIN project team, DENR BMB and UNDP.  As needed, the project staff shall provide administrative assistance to her/him in order for her/him to accomplish all requirements.

Duration of the Work:

The expected duration of work is estimated at 6 person months spread over 8 months.  The target date for the start of work is September 1, 2016 and the completion date is December 31, 2017. 

Duty Station:

The Local Government Specialist is not expected to report on a daily basis to the Project Management Office based in BMB in Quezon City but shall be available on an on-call basis.  

Schedule of Payments:

  • First Tranche         - 20%   Upon submission and acceptance of Inception Report;
  • Second Tranche    - 25%   Upon submission and acceptance of at least five (5) LGU Business Canvass Model for the Market

                                                      Place;

  • Third Tranche        - 30%   Upon submission and acceptance of at least five (5) Proposals developed to access the PSF or any 

                                                       such financing solution deemed appropriate for the concerned LGU;

  • Fourth tranche       - 25%   Upon submission and acceptance of at least 2 Proposals developed to access the ER 1-94 or any such

                                                      financing solution deemed appropriate for the concerned LGU.

 

Corporate competences

  • Commitment to UNDP’s mission, vision and values;
  • Sensitivity to cultural, gender, religion, race, nationality and age differences.

Functional competences

  • Experience in working in the private sector, or in an outreach position relating with the government and private sector;
  • Past experience and effective communication skills for dialoguing with senior level private sector executives;
  • Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
  • Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
  • Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
  • Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
  • Past international work experience preferred;
  • Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.

QUALIFICATIONS:

Education:

  • Degree in business management, finance, economics or a closely related field or equivalent relevant experience.

Experience:

  • At least 5 years experience in LGU Partnerships;

  • Familiar and up-to-date with national and local programs, projects and initiatives on biodiversity conservation and related areas;

  • Experience in dealing with international and national experts and institutions.

Skills:        

  • Good communications and interpersonal skills;

  • Good analytical and organizational skills

Language:

  • Very good command of oral and written English.

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications and methodology will be weighted a maximum of 70% and combined with the financial offer which will be weighted a max of 30%.
