UNDP is implementing a project that aims to promote transparency and accountability in the public construction sector by supporting relevant government agencies to adopt policies aimed at establishing a more open and transparent construction management process, which supports efforts dedicated to prevent corruption and increase the efficiency of the sector. The project comes as part of UNDP’s efforts in e-Governance and anti-corruption, and builds on its partnership with the Seoul Metropolitan Government in the Republic of Korea (“SMG”) to promote integrity and efficiency in the public construction sector through sharing the SMG’s experience in adopting the Clean Construction System (the “Korean Experience”).   Further information on the Korean Experience is attached.

In Jordan, the public construction sector is regulated by multiple legal, organizational and supervisory systems, including the Ministry of Public Works and Housing (“MOPWH”), the Ministry of Municipal Affairs (“MOMA”), Greater Amman Municipality (“GAM”) and other municipalities, in addition to the Public Private Partnership Unit at the Ministry of Finance (“PPPU/MOF”).  Important steps have recently been taken towards reforming the construction sector with focus on public procurement, in addition to those efforts so far made by the Jordanian Anti-Corruption Commission (recently known as the Jordanian Integrity and Anti-Corruption Commission “JIACC”) to enhance the integrity of the public construction sector, as part of its efforts to promote corruption prevention at the sectoral level. 

In this context, the project will be implemented in close cooperation with JIACC, MOPWH, MOMA, GAM, other municipalities, and PPPU/MOF (hereinafter together referred to as “National Partners”) engaging as well, other relevant stakeholders, including private sector and relevant professional associations and civil society groups. The project will help in assessing related gaps, challenges and needs, and introducing National Partners and other relevant stakeholders, to good practices and international experiences, with a focus on specific aspects of the Korean Experience, and enhancing their understanding of the importance of adopting information disclosure policy to improve transparency and accountability in the public construction sector. It will assist in identifying best options for enhanced transparency and accountability in construction management and monitoring process, based on the Korean Experience and in line with the national needs and priorities.  

The overall purpose of this assignment is to assess the current state of construction management systems adopted by relevant National Partners, to identify related gaps, challenges and needs and propose key policy options and recommendations for establishing a more open and transparent construction management and monitoring process, leading to enhanced transparency and accountability in the public construction sector and support corruption prevention efforts, building on the Korean Experience.  In addition, it will enable UNDP to design a project/programme related to the public construction sector that builds on the resulting recommendations, and in line with the national needs and priorities.
