Overview :

UNDP in consultation with the stakeholders at national and local levels is formulating a proposal on "Sustainable Cities Project in the Philippines”. The proposed project is envisaged to be structured across three components:

  • Policy support for the promotion of integrated low carbon urban development plans and strategies
  • Awareness, advocacy and institutional capacity development
  • Low carbon technology investments in cities leading to integrated urban development

UNDP Philippines is recruiting an independent consultant to assist with the preparation of the project proposal or PIF. The objective of the assignment is to formulate the PIF in line with the requirements of UNDP and Global Environmental Facility (GEF) programming directions.  The PIF should strictly conform to the national priorities of the Government of the Philippines and be consistent with one or a combination of GEF 6 Climate Change Mitigation focal area strategies as outline below:

(a) CC1: Promote innovation, technology transfer, and supportive policies and strategies;

(b) CC2: Demonstrate systematic impacts of mitigation options; and

(c) CC3: Foster enabling conditions to mainstream mitigation concerns into sustainable development strategies.

Scope of Work:

Tasks and activities

The IC is expected to advice on how the proposal can support the aspirations of cities and local governments in their transition to a low carbon development pathway and identify measures to promote low carbon planning and investment in urban services. The IC will undertake the tasks and activities as outlined below:

  • Define the Project Boundaries - Specify the target thematic area(s) or sector(s) that will be covered. Identify and describe the stakeholders (proponents, implementers, beneficiaries).

  • Conduct preliminary Logical Framework Analysis (LFA) - particularly the situation and problem (barrier) analysis, and objective analysis. From that preliminary LFA, define the project objective, and the expected outcomes and outputs.

  • Conduct situational analysis including in-depth review of national policies, priorities and strategies related to the project and elaborate the results.

  • Conduct in-depth barrier analysis identifying inter-relationship of identified barriers. Define main barriers and immediate, intermediate and root causes of the barriers. Propose means/measures of addressing them.

  • Conduct a focus group discussion with key project stakeholders, as required

  • Conduct baseline analysis and define the Business As Usual (BAU) scenario for sustainable urban development in the Philippines.

  • Identify baseline projects/programmes and activities. The baseline information must include, but not limited to, the title of the project/activities; details of ongoing (and or planned) activities; approved (or planned) budget); implementation schedule and project proponents.

  • Define and elaborate the alternate project scenario. Clearly identify baseline, incremental and alternate outputs and activities.

  • Identify demonstration projects and technologies, related financing needs and prospective co-investment sources.

  • Estimate GHG emissions reductions in the BAU and project alternate scenarios using UNDP guidance and GEF GHG Manuals.

  • Estimate cost effectiveness of the Project and elaborate incremental reasoning, sustainability, innovativeness, replicability and scale up strategy

  • Identify project indicators, main risks, assumptions and associated mitigation measures

  • Identify key partners for project design and implementation including the private sector to catalyze further investments.

  • Define project budget, co-financiers and co-financing amounts in close consultation with UNDP and government and potential counterparts

  • Propose coordination structure with relevant ongoing projects and initial management arrangements.

  • Prepare action plan including budget, scope of work and terms of references for experts for the PPG phase of the project.

  • The PIF must meet GEF requirements and demonstrate GEF eligibility criteria including incrementality, technical feasibility, mobilization of co-financing, cost-effective GHG emission reduction, etc.

  • Build on the existing working title of the Project to recommend and finalise a catchy and an appropriate Project Title.

  • Conduct and complete UNDP social and environmental screening procedure and address any opportunities/risks identified in the project design.

  • Outline gender strategy for the project. Define how gender equality and concerns will be integrated in project design

  • Outline communication and knowledge management strategies for the project.

  • Methodology: The selected consultant will propose and discuss with UNDP approach in undertaking the assignment.

Institutional Arrangement:

The consultant will work with UNDP Philippines, under the supervision of the Team Leader of the Inclusive and Sustainable Development Team and an overall technical guidance of the UNDP’s Regional Technical Advisor at the UNDP’s Bangkok Regional Hub.

Duration of the Work:

The national consultant is expected to begin in 1 September 2016 until 31 January 2017 (40 working days spread over 5 months)

 Duty Station:

The national consultant shall be based in Manila with possible internal missions within the Philippines, if required.

Schedule of Payments:

The consultant is required to submit a financial proposal indicating a lump sum amount, exclusive of travel costs for regional consultations. The duration will be a maximum of 5 months.

  • First Tranche - 50%              Upon successful completion and submission of the Final (a) Project identification form (PIF); (b) GHG calculation spreadsheet; (c) Detailed Budget Spreadsheet - certified by the RTA and acceptance by UNDP.
  • Second Tranche - 50%        Upon successful completion and submission of the Final (a) Social and Environmental Screening Procedure (SESP) and (b) Detailed PPG action plan including budget, scope of work and terms of references - certified by the RTA and acceptance by UNDP

Corporate competences

  • Commitment to UNDP’s mission, vision and values;
  • Sensitivity to cultural, gender, religion, race, nationality and age differences.

Functional competences

  • Experience in working in the private sector, or in an outreach position relating with the government and private sector;
  • Past experience and effective communication skills for dialoguing with senior level private sector executives;
  • Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
  • Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
  • Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
  • Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
  • Past international work experience preferred;
  • Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.

QUALIFICATIONS:

Education:

  • Master’s Degree or equivalent in urban planning, energy engineering, clean energy, climate change mitigation;

Experience:

  • Minimum of 7 years of demonstrable experience and knowledge in the field of low carbon urban planning and development, clean energy and energy efficient technologies application and climate change mitigation.

  • Project design and formulation experience in the areas of low carbon urban development, clean energy and energy efficiency, and climate change mitigation. Knowledge and experience of UNDP and GEF project formulation requirements and procedures are an added advantage.

  • In-depth knowledge of related policies and previous working experience in the Philippines.

Skills:

  • Demonstrated strategic technical and intellectual expertise in the substantive area;

  • Excellent analytical skills and proven expertise in conducting energy and GHG emissions related calculations using CDM (and/or GEF) methodologies is a must;

Language:

  • Very good command of oral and written English.

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%.
