Overview : Terms of Reference for the Engagement of Consultant for the Compendium of Resettlement Projects Through Individual Contracting 1.� Project Title: Compendium of Resettlement Approaches and Packages of Different Agencies Involved in Yolanda Response in Eastern Visayas and Resettlement Policy Forum 2.� Project Description Typhoon Yolanda (International name HAIYAN), one of the strongest typhoons in recorded history, hit the Visayas, Central Philippines on 8 November 2013 with a force equivalent to a Category 5 hurricane. With maximum wind speeds of 315 km/h and massive storm surge of 5-6 meters high along coastal areas, the super typhoon swept through six provinces knocking out power, telecommunications, and access infrastructures. Along the eastern coast of Samar and Leyte, the tsunami-like powerful storm surge engulfed entire villages, killing at least 6,300 people, and flattened vast areas of farmlands. Immediately after the typhoon, UNDP assisted the affected LGUs and communities in debris clearing and waste management, livelihood assets replacement, and disaster risk reduction and management. In line with the government strategy of advancing from humanitarian assistance to recovery and rehabilitation, UNDP’s programme support has shifted from early recovery to longer-term recovery interventions. With funding commitment from the European Union (EU), UNDP is currently implementing a comprehensive recovery and rehabilitation project in selected Yolanda-affected communities in the Visayas. The project focuses on four (4) components, namely: disaster-resilient public infrastructure, sustainable livelihoods, resettlement of displaced populations, and support to recovery coordination and local capacities for disaster risk reduction and management. The Resettlement of Displaced Populations component aims to contribute to addressing the shelter gap through the construction of 165 permanent shelters in designated resettlement sites identified by the three priority LGUs, namely, Tacloban, Ormoc, and Hernani at 55 shelters each. The permanent shelters adopt the “building back better” principle that adheres to higher construction standards of typhoon-resilient shelters. The housing units are designed to address hazards (i.e., storm surge, excessive wind speeds and flooding) in the respective areas. Each shelter has toilet facility, Level III water system and electrical installation that will be ready upon beneficiaries’ occupancy of the units. Part of UNDP’s commitment under this component is to provide technical assistance to NGAs and LGUs through fielding of consultants and conduct of relevant studies and researches and IEC campaigns on resettlement issues and rights of displaced persons.� To provide the government and other development partners a comprehensive reference of workable approaches to resettlement that adheres to the basic government requirements and international declarations especially the Rights to Adequate Housing, a compendium of resettlement approaches, packages, and physical designs done or being implemented by different agencies in Eastern Visayas will be prepared.� The NEDA Region 8 expressed the importance of this endeavor to contributing to 2 successor plans, the Regional Physical Framework Plan 2015-2045 and the Regional Development Plan 2017-2022 as well as other planning activities of the region. A Consultant will be hired to work on this compendium of resettlement approaches and packages already done and still being implemented in Yolanda-affected areas in Eastern Visayas. 3.� Scope of Work The Consultant will undertake the following activities: - Develop and submit technical and financial proposals to UNDP for approval defining the detailed methodology and processes he/she will undertake to accomplish the tasks.
- Coordinate with the relevant government line agencies, selected LGUs and other development partners for the data gathering through interviews and review of existing reports and other relevant documents; validate with the different agencies information contained in the written reports.
- Collect photos and conduct interviews with beneficiaries on the impacts of the projects which could be highlighted in the report.
- Distill the good practices as well as lessons learned in all projects to be documented which could inform policy and programme reforms of government and development partners’ resettlement and housing programmes in general.
- Write up the compendium based on the annotated outline agreed between the UNDP Yolanda Team and the Consultant.
- Regularly coordinate through meetings, e-mails or phone calls with the UNDP Project Officer for Resettlement and Community Development on the progress of theproject to address issues and challenges that may emerge.
- Submit draft version of the compendium based on the schedule below in Section D.

5.� Institutional Arrangement The Consultant will directly report to and will be supervised by the Project Manager of the UNDP Yolanda Response Project but needs to coordinate with the Resettlement and community Development project Officer for some coordination links and arrangements especially with the government and other development institutions and for administrative matters. The Project Manager will provide technical guidance and advice in the execution of the activities to prepare the compendium and make sure that the agreed annotated outline is observed. The Project Officer will make sure that the draft reports are submitted per above schedules. The Consultant is expected to coordinate closely with the HUDCC, NHA, NEDSA, concerned Local Government Units, and other development partners which have supported resettlement projects through the focal persons on housing or resettlement, livelihood and any relevant department in the course of performing his/her work. 6.� Duration of Work The expected duration of work is for four (4) months, with starting date on 01 October 2016 and completion by 31 January 2017. 7.� Duty Station Home-based with travel to Project RECOVERY sites in Ormoc, Tacloban and Eastern Samar, and KOICA Project site in Basey and Western Samar 8.� Competencies and Qualifications of the Successful Post Holder The Consultant must possess the following competencies: Functional Competencies Strong development perspective with thorough understanding of resettlement issues and problems Has excellent research and analytical skills Strong in coordination with government and other development institutions Strong documentation skills

The qualification requirements of the Consultant are: Education | Bachelor’s degree in social sciences or community development, economics, management, or other related discipline | Experience | - At least ten (10) years of experience in the housing sector and resettlement projects of the government and development institutions
- At least 10 years of research experience with excellent published written works
- Familiarity with the coverage areas of the UNDP Yolanda Response Project
- Long years of experience in working with the government and international and national development organizations experience an advantage

9.� Scope of Price Proposal and Schedule of Payment Interested individuals shall submit a technical proposal detailing strategies and approaches in undertaking the work based on the activity timeline, and financial proposal indicating the total cost for the package. The amount shall cover for the professional fee and other incidental expenses that the individual might incur for the duration of the engagement. The selected individual therefore cannot make additional claims, or request for reimbursement for accommodation and meal expenses.
