Overview : In partnership and with financing from the Bill & Melinda Gates Foundation (BMGF or “the Foundation”) UNCDF started in Uganda in 2014. Having completed many initial stages of the programme around awareness raising, research, strategy and business planning, the work has narrowed to several crucial areas which are focused on reaching women and rural areas. The identified interventions over the next few years include: digitization of bulk payments (agricultural value chains, social welfare, education and potentially energy); agency banking; a few policymaker and regulator support efforts. This will largely be done through direct technical assistance and grants DF providers, NGOs, agriculture companies, etc. as well as working with the government. UNCDf is looking for a firm specialised in G2P (Government to peopel) payments. The objective of this TOR is to provide support to the new team in Uganda about bulk payments for a period of 2 months. The overall actities are as follows: • Train new UNCDF on bulk payment toolkit • Meet with key bulk payers and plan on-boarding on key bulk payers Area of work | Consultant Deliverables | Orienting and training the MM4P Uganda team on bulk payment toolkits, with practical exercise linked to the current bulk payment projects | Training materials | Meet with key bulk payers and plan on-boarding of these payers (Tea, Dairy, Maize, NGOs, etc.) | Meeting minutes including key next steps with each stakeholder Hand over report to the Country Technical Specialist and the Bulk payments consultants, detailing status and plan for support to the bulk payments partners |
