Overview :

Background

UNDP and GEF partners with the Conservation and Environment Protection Authority (CEPA) (formerly Department of Environment and Conservation) to foster action on conservation of PNG’s rich and distinctive biodiversity – which is holds 7 percent of world’s biodiversity within 1 percent of the world’s land mass.

Through the Community-based Forestry and Coastal Conservation and Resource Management (CbFCCRM) Project, it is expected that at least 1 million hectares of high conservation-value terrestrial and marine resources will be under an improved system of community-managed Protected Areas. This Project also represent a significant step forward in the establishment of a national system for Protected Areas to include a cohesive legislative, institutional and regulatory framework to offset the pressures on forest and marine ecosystems and habitat from degradation, overharvesting and conversion.

CbFCCRM project aims to develop a Sustainable National System of Protected Areas for Papua New Guinea for the next 7 years, thus harnessing for an effective natural resource management and financing systems for existing and new PAs with the inclusion of Community Conservation Areas and Wildlife Management Areas. The Project proposes to adopt the Environmental Sustainable Economic Growth (ESEG) approach established through the Kokoda Initiative in the Owen Stanly Ranges as well as an appropriate approach for other globally and nationally significant biodiversity areas particularly for New Britain’s Whiteman Range and proposed Nakanai World Heritage Site. Part of this Project seeks to establish at least one new Conservation Area to facilitate the protection of at least 500,000 ha of forest in New Britain through piloting of a sustainable financing scheme.

The Community Conservation Area Coordinator will lead and support the overall development of protected areas within the Nakanai Range of East New Britain province which is tentatively listed in the UNESCO World Heritage Site for PNG.

Scope of Works

The Community Conservation Area Coordinator will be responsible in initiating steps and follow through with the formal endorsement for the new and proposed expansion of protected areas within the Nakanai Range. S/he will also be tasked to complete specific deliverables that supports the overall implementation of the Project in close coordination with the Provincial Administration of East New Britain and the District Development Administration for Pomio. The Consultant under the overall guidance of the National Project Director and reports directly to the International Technical Specialist to assist in overseeing the implementation of the project’s activities in the pilot site, pertaining to promoting the conservation of the Nakanai Sublime Karst.

The consultation will be for 10 months from September 2016 – June 2017.

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Financial Proposal that indicates the all-inclusive fixed total contract price in Kina, supported by a breakdown of costs, as per template provided.  A fee may be included if the consultant is submitting a proposal as part of a private firm.
