| Overview : The United Nations Development Programme (UNDP) in the Philippines invites both local and international suppliers of Solar Power Systems AND IT Equipment to apply for eligibility and to bid for the “Procurement of Solar Power Systems and IT Equipment and provision of related Installation, Training, Warranty and Technical Support Services” for public schools (elementary and high school) in Luzon and Mindanao, an activity under the UNDP-DepED Project. The solar power systems will be installed to provide electricity to un-energized elementary and secondary public schools, thus enabling them to use the IT equipment that will also be supplied. An estimated total of 4,060 solar power systems will be distributed along with IT packages, with each package containing consisting of 1 laptop, 7 PC Tablets and 1 router per recipient school. The bidding documents are being sold for this price because selling bidding documents is : (a) a standard practice in the Philippine Government procurement procedures that the market is used to; and (b) a means for UNDP to ensure that only serious bidders and trustworthy individuals are obtaining UNDP bidding documents. Over the past many years, UNDP has been continuously receiving information that UNDP bidding documents that are previously distributed for free in the past, with slight modifications, are being used by unscrupulous individuals to illegally use the name of UNDP and collect money from individuals and firms. The abovementioned Bidding Documents shall be released to all interested participants starting 20 September 2016 to 06 October 2016 only. The Bidding Documents shall contain all instructions on the rules, procedures, dates and other schedules for the pre-bid conference and opening of bid envelopes, as well as further details on the list and specifications of the construction materials required. UNDP reserves the right to reject any or all the bids, waive any defect or informality therein, accept the bid and award the contract to the most advantageous offer to the UNDP, for and in behalf of the project.
