Overview :

Since 2011 revolution, Derna has been a largely self-governing city with only a weak presence of central government authority.

UNSMIL continues to receive communications from Derna expressing concerns about the humanitarian situation and the “siege” imposed by the Libyan National Army (LNA). UNSMIL has expressed concerns about the humanitarian situation and demanded an end to the bombing of the city. However, information on the extent of public service needs in the city is lacking as is a context analysis of the conflict.

In light of this context UNSMIL/UNDP Libya is seeking a qualified national consultant under “Political Dialogue” Project to have a report written on the Situation of Derna in order to have a deeper understanding of the context which can contribute to a more constructive engagement and formulation of reconciliation related dialogues on this issue and to provide the mission with in-depth information on the conflict dynamics, actors and the socio-economic situation of Derna in order to assist UNSMIL’s efforts in convening the dialogue meetings in maintenance of the political agreement and help formulate a policy with an action plan on the city.
