Overview :
  1. Background of the assignment:

    The United Nations Office on Drugs and Crime (UNODC) is partnering with the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) in implementing a European Union funded project on “Promoting better management of migration in Nigeria by combating and reducing irregular migration that occurs, inter alia, through Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) (NGAX41).” The project aims to strengthen the national capacity to better combat TIP and SOM in order to maximize the development potential of migration.

    As part of this effort, a number of activities are being implemented to expand NAPTIP’s capacities in various priority areas in order to improve service delivery, particularly in investigations and prosecution, project management, monitoring and evaluation as well as victim support services. 

  2. Data is no doubt a key component of any organizational development. NAPTIP as an agency charged with the responsibility of fighting Human Trafficking Nigeria need tools for data collection and sharing with partners especially for documentation of traffickers and victims. Nigeria being a country that the citizen’s officially having many names of between 2 to 4 while many people have the same names also. There is the need for the Agency to have a biometric system of capturing data attached to the present system. The sophistication of criminal networks in and out Nigerian necessitated the use of biometric which today is a standard for any Law Enforcement database
  3. A.R.E.S Software:

    Advanced Research Engine System (A.R.E.S) software is a robust centralized database used in gathering and storing data for investigation and prosecution of trafficking cases. It is used in analyzing both victims and traffickers data. Features of the software include:

  • Data visualization and link analysis.
  • Linkage of intelligence report, interim report, investigation report and other template for inputting information about suspects;
  • An advanced robust search engine using various data attributes including phone number, names, address and biometric elements of the suspect or victims;

 

4. A.R.E.S Software Components:

Server components:

Application server: this is the frontend component that runs on the server machine and serves all requests coming from the clients, in form of web services requests.

Metadata engine: this is the server part of the metadata engine. It executes all the operations on real data sources, using the knowledge contained in the repository. It provides a uniform view of data sources, regardless of its technology, deployment toll etc.;

Data source drivers: they are the specific components that allow the system to interact directly with the data sources

Plugin manager: the entire server architecture has several extension points that can be used to customize the behavior of the different components. It is possible to write ‘helpers’ to implement specific context requirements.

Operating System Software:

Software Application server (Business and data): Windows 2008 Server, Microsoft 2008, Framework 4.0, IIS 6.

Client Operating System/Software:

Windows XP/7/8/10, Internet Explorer version7+, Office 2007+

Database: Microsoft SQL

Application Server: ASP.net

  1. Specific tasks to be performed by the Provider:

The Service Provider is expected to provide the following services:

  1. Develop and install Biometric (Fingerprint and Photograph) Capture Module;

  2. Finger print and photograph capture using a standard biometric device and a camera

  3. Modify the application to show already captured finger prints;

  4. Develop a form in the application section for fingerprint recognition;

  5. Incorporate search functions using fingerprint or photograph through a marching technique;

     

  6. Hardware Requirement

  7. 12 High resolution fingerprint capture device

  8. 12 High resolution photo camera

  9. Connection to A.R.E.S for each Zonal Command;

  10. Setup a local Certificate Authority (CA) using Microsoft Certificate Services to manage the user digital certificate. Develop secure https access to central database from zonal commands for each user;

  11. Visualization of person, crimes and other activities georeferenced on maps with different level of view.

  12. Develop a module to provide a unified geo-referenced view of data from different data sources.

  13. Enable data linkage and analysis of attributes of georeferenced maps.

  14. Provide User Manual and Online Help for hardware and new modules of software;

  15. End-User and Technical Training;

  16. Provide Service Level Agreement and Technical Support for 1 year.

 

  1. Technical Requirements:

The company must have at least one these certifications:

  1. ISO 9001 for quality management system

  2. ISO 27001 for Information Security Management

  3. ISO 20000 for Information Technology -- Service management

  4. ISO 14001 for environmental management

 

  1. Institutional Arrangement and Reporting

The Vendor will be supervised by UNODC and in collaboration with the designated NAPTIP IT. 

 

  1. Expected tangible and measurable outputs

Specific outputs of the consultancy are:

  1. Installed biometric software and Hardware

  2. Availability of biometric software User Manual

  3. Online trouble shooting and Help

  4. User and technical training manual

  5. Maintenance and Technical Support for 1 year.
