| Overview : The main aim of the assignment is to undertake research in the areas to: - Assess whether identified climate investments have been spent as per initial allocations (financial monitoring), and identify the key factors that have led to divergence.
- Assess the socio-economic impact of public (i.e., on budget) climate change investments programmes on the poor who are climate vulnerable in the agricultural sector.
- Analyse the factors that determine decisions on where resources are allocated, including an assessment of the institutional mechanisms in place to facilitate those decisions.
Provide recommendations on how vulnerability assessments can be systematized and available to improve budget proposals. |
