| Overview : UNDP is the United Nation’s global development network advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. In the area of HIV, Health and Development, UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria (GFATM), and a co-sponsor of several other international health partnerships. UNDP’s work on health leverages the organisation’s core strengths and mandates in human development, governance and capacity development to complement the efforts of specialist health-focused UN agencies. For example, to address the increasing burden of preventable non-communicable diseases (NCDs) WHO and UNDP have identified collective actions that need to be pursued at the country level to address the health barriers to achieving inclusive growth. UNDP delivers three types of support to countries in the context of HIV, health and development: (a) it addresses the interactions between governance, human rights and health responses; (b) it helps countries to mainstream attention to HIV and health into action on gender, poverty and towards the broader efforts to achieve and sustain the Sustainable Development Goals (SDGs); and (c) supports nations, regional and continental entities in effective implementation of complex and multi-sectoral health projects funded by the GFATM. The Bureau for Policy and Programme Support (BPPS) of the UNDP has the responsibility for developing relevant policy and guidance and supports the implementation of UNDP’s 2014-2017 Strategic Plan. The UNDP 2014-2017 Strategic Plan focuses on seven outcomes including, strengthening institutions to progressively deliver universal access to basic services (Outcome 3). The HIV, Health and Development Group (HHD Group), within BPPS, is helping to contribute towards this outcome. The HIV, Health and Development Strategy 2016-2021: ‘Connecting the Dots’ (http://www.undp.org/content/undp/en/home/librarypage/hiv-aids/hiv--health-and-development-strategy-2016-2021.html) elaborates UNDP's work on HIV and health in the context of the 2030 Agenda for Sustainable Development. UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organisations. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels. As a trusted, long-term partner of the GFATM with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multi-sectoral health programs while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. UNDP partners with countries in crisis/post-crisis situations, those with weak institutional capacity or governance challenges, and countries under sanctions. The Africa HIV, Health and Development team is based in the UNDP Regional Service Centre for Africa (RSCA) Addis Ababa, Ethiopia. It seeks to address the development challenges of the HIV epidemic in the region and support integrated, rights-based, multi-sectorial responses that promote the rights of people living with HIV and gender equality, and address the needs of most at risk populations. The HHD team also helps countries in Africa Region to address the social and economic determinants of health including promoting multi-sectoral action on addressing non-communicable diseases (NCDs) in collaboration with the WHO. The Regional Centre provides technical and substantive support to UNDP Country Offices in the Africa Region as well as to regional partners. In order to ensure continued support to our initiatives, UNDP’s Regional Service Centre for Africa (RSCA) in Addis Ababa invites candidates to send their applications for inclusion in a Vetted Roster for external experts. The process of including candidates in the Expert Roster are described in the subsequent sections of this advertisement. As mentioned earlier, UNDP’s HHD-related support to countries and regional entities are focused on three ‘Action Areas’. To be considered for inclusion in the roster, applicants therefore would need to review the following section and show demonstrable expertise in one or more of the Action Areas: Action area 1: Reducing inequalities and social exclusion that drive HIV and poor health (including sexual and reproductive health).
