This Specific Procurement Notice follows the General Procurement Notice for this project which appeared in the Development Business on 24th July, 2012.

The Government of the Republic of Ghana has received financing from the African Development Bank toward the cost of the Development of Skills for Industry Project, and intends to apply part of the agreed amount for this grant to payments under the contract for consultancy services for the Development of Health, HIV and Gender Modules for Tertiary institution teaching environmental science in Ghana. The Council for Technical and Vocational Education and Training (COTVET) is the executing agency.  Bidding is open to all individual consultants from eligible source countries as defined in the Bank’s Rules and Procedures for the procurement of Consultants.

The Consultancy will be approximately for 30 working days and its objective is to improve the knowledge of consultants who undertake environmental impact assessment in health, HIV and their related gender dimensions. Specifically, the consultant will be tasked to:

  • Conduct a desk based review of good practices from two Universities which offer Health, HIV and gender related courses in their EIA programs. Ideally one of these universities should be in Africa
  • Review  existing curriculum of  Universities in Ghana who offer environmental science  and  the EPA training school
  • Organize an academia consultation meeting to discuss and explore how the module could be developed and integrated.
  • Develop a draft health, HIV, and gender module for validation by selected national stakeholders including members of International Association of Impact Assessment (IAIA) Ghana
  • Finalize the health HIV and gender inclusive module based on inputs from stakeholders

COTVET now invites eligible individual consultants to submit their CVs and indicate their interest in providing these services.  Interested individual consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills etc.) that will enable the project to shortlist suitable consultants. 

The Project will prepare the shortlist of individual consultants. Individual consultants will be selected in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008, Revised 2012, which is available on the Bank’s website at http://www.afdb.org.

Completed Expressions of Interest documents must be delivered to the address below on or before 7th November, 2016 at 5:00 p.m. and mention “Development of Health, HIV and Gender Modules”
