Overview

The Inclusive Growth and Sustainable Development Cluster (IGSDC) of the UNDP Regional Service Centre for Africa (RSCA) is responsible for supporting the implementation of UNDP’s Strategic Plan at the regional and country level across the Sub-Saharan Africa, working with a network of Country Offices and regional partners.  It focuses on integrating UNDP’s economic, social and environmental work into a coherent, sustainable development policy and programming framework. It seeks to provide an integrated package of services covering all strands of sustainable development, including an integrated development planning and inclusive and sustainable growth, sustainable livelihoods and economic recovery in crisis and post crisis situations and natural capital and the environment. Within the auspices of the Post 2015 agenda, this Cluster’s work will address inter alia poverty, economic growth, employment and livelihoods, social inclusion and equality, recovery in post crisis countries, the management of ecosystems and biodiversity, marine resources, extractive industries and chemicals. 

In order to ensure continued support to our initiatives, UNDP’s RSCA in Addis Ababa invites candidates to send their applications for inclusion in a Vetted Roster of external experts. The process of including candidates in the Expert Roster is described in the later sections of this advertisement.

To be considered for inclusion in the roster, applications would need to demonstrate expertise in one or more of the following thematic areas of work:

Expertise Area 1: UN Sustainable Development Goals and AUC Agenda 2063:

  • In-depth knowledge of international development related processes
  • In-depth practical knowledge of inter-disciplinary development issues including gender equality and empowerment issues, as well as a good knowledge of the inter linkages between the social, economic, environmental and cultural dimensions of sustainable development;
  • Understanding and demonstrated experience of economic policy and inclusive growth and human development issues;
  • Knowledge and experience of economic modeling and policy analysis;
  • Analysis of key development sectors such as natural resources and extractive industries;
  • Experience of Labor market analysis;
  • Computation of multidimensional poverty indices and other broad and narrow measures of poverty and inequality;
  • Public expenditure reviews, including analysis of revenue generation and utilization and policy advice on expenditure impact and optimization;
  • Analysis and policy advice on tax and fiscal reform and domestic resource mobilization for development;
  • Policy and technical advice on employment-intensive sector growth strategies;
  • Policy and technical advice on green growth strategies, including sustainable management of natural resources and the extractive sector;
  • Analysis and policy recommendations for pro-poor policies;
  • Knowledge of UN frameworks, processes and their inter-linkages: MDGs, Rio+20, UNCCC, SDGs;
  • Social Innovation and design thinking focused on beneficiary and user experience;
  • Political economy of development, looking particularly at the trade-off between growth, poverty reduction efforts and environmental degradation;
  • Database creation and design for SDGs tracking and monitoring;
  • Advocacy and communications for a diverse set of audience;
  • Economic and policy editing work around national and global reporting on SDGs;
  • Demonstrated capacity for strategic thinking and ability to provide policy advice;
  • Experience in program evaluation and mastery of techniques and methods of data collection, interviews and quantitative and qualitative analysis;
  • Project management experience

Expertise Area 2: Social Protection, Jobs and Livelihoods:

  • Knowledge of social policy, social inclusion, poverty dynamics, social protection principles and their application to current national economic and development issues in Africa;
  • Expertise in design and implementation, and evaluation and monitoring of social protection schemes, including conditional and unconditional cash transfers, subsidies and other social protection measures;
  • Understanding of the interaction between labor markets and social protection and its programmatic implications;
  • Understanding of the informal economy, livelihood enhancement, financial inclusion, entrepreneurship, informal savings and associated economic activities;
  • Proven experience in conducting assessment and analysis of agriculture and livelihood related options/activities;
  • Experience in income generating activities and youth employment;
  • Experience in working with local government or NGOs on agriculture/livelihood related activities;
  • Proven capacity to undertake and use complex policy analyses and poverty research;
  • Ability to produce reports and/or research papers with a good command of poverty and social protection issues;

Expertise Area 3: Local Economic Development: 

  • Have knowledge of Local Economic Development (LED) theory and practice;
  • Significant experience in local economic development processes in Africa;
  • Knowledge and hands on experience with LED initiatives, practices and concepts and instruments;
  • Understanding of regional and local development issues;
  • Proven experience with Decentralized Cooperation and other partnership cooperation modalities;

Expertise Area 4: Private Sector Development and Engagement:

  • Experience and knowledge in private sector development and engagement in Africa;
  • Understanding and knowledge of Inclusive Business, Value Chains Development, SME Development, Inclusive Finance, Impact Investment, Trade and Investment;
  • Experience working with international organizations, development governments, donors in the area of private sector in development;
  • Innovative approaches/experience on global development issues;
  • Strong skills in research, analytical and conceptual thinking; ability to synthesize complex concepts and material into clear and concise thoughts;
  • Experience in and knowledge of Public Private Partnership (PPP) mechanisms, including experience in the design, facilitation, and operation;
  • Experience in and knowledge of economic recovery from impact of crisis and shocks;
  • Practical experience in conducting research, mappings, collecting and analyzing data;
  • Proven experience in developing knowledge products and presenting data and information
  • Knowledge of and practical experience in the use of data and technologies for private sector engagement;
  • Clear understanding and experience of policies and procedures for corporate private sector due diligence and reputational risk management
